REQUEST FOR PROPOSALS
APPRAISER, REVIEW APPRAISER, RIGHT-OF-WAY NEGOTIATOR, BOND COUNSEL
MABEN, OTSEGO, PIERPOINT, AND ITMANN SEWER PROJECT

The Mullens Sanitary Board, Wyoming County, West Virginia is in the process of obtaining professional services necessary to complete work on the Maben, Otsego, Pierpoint, and Itmann Sewer Project. These services include an appraiser, review appraiser, right-of-way negotiator, and bond counsel. The consultants will work closely with all team members, including the Mullens Sanitary Board and Region I Planning & Development Council.

In order to be competitive, the planning and development of the project will be in accordance with the requirements of the West Virginia Infrastructure and Jobs Development Council pertaining to such projects.

The appraiser, review appraiser, and right-of-way negotiator will collaborate with the project attorney and engineer to secure all necessary rights-of-way and land parcels required for project completion.

The bond counsel will provide services in support of financing needs, working closely with Mullens and the project team.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Mullens Sanitary Board, price, and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner.

If interested in providing any of these services, please submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to Mullens Sanitary Board, and one (1) copy and an email submission to Region I Planning & Development Council at the addresses below:

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the WV DEP Clean Water State Revolving Fund, HUD/Community Development Block Grant, Appalachian Regional Commission, WV DEP Abandoned Mine Lands Economic Revitalization, WV Infrastructure and Jobs Development Council, USDA Rural Development, and local funds.

All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto.

The selected firm(s) will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to HUD-funded projects.

The Mullens Sanitary Board will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The Mullens Sanitary Board reserves the right to accept or reject any and/or all proposals. The Mullens Sanitary Board also reserves the right to negotiate the fee for services.
