REQUEST FOR ENGINEERING QUALIFICATIONS

Region I Planning & Development Council (PDC) is in the process of selecting a qualified engineering firm to identify and analyze potential utility interconnection options in the counties of McDowell, Mercer, Monroe, Raleigh, Summers, Wyoming, Greenbrier, Fayette, Nicholas, Pocahontas, and Webster. Analysis will include, but not be limited to, location(s) and current costs of potential interconnections, current individual system capacities, and combined/interconnected capacities.

The consultant will (1) provide detailed analysis of potential technical issues that may be problematic, as well as providing feasible solutions to any technical concerns, (2) prioritize systems for interconnection based upon technical data and return on investments, (3) provide preparation and delivery of final “As Built” drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata, and (4) any other services needed by the PDC to complete the analysis.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G and 2 CFR 200.320. Consultants interested in being considered for this project must submit detailed qualifications including technical expertise, management and staffing capabilities, and related prior experience.

Please submit one (1) original, four (4) copies, and one (1) email submission of all requested information to the PDC no later than 4:00 p.m. on February 14, 2025.
