AIR QUALITY PERMIT NOTICE
Notice of Air Permit Application
Notice is given that Form Energy, Inc. is applying to the West Virginia Department of Environmental Protection, Division of Air Quality, for a 45CSR13 Class II air permit administrative update for Form’s Iron-Air Battery Manufacturing Facility located at 1725 Main Street in Weirton, in Hancock County, West Virginia 26062. The latitude and longitude coordinates are: 40 deg 25’09″N, 80 deg 35’33″W.
The admin update includes the addition of boilers, cooling towers, small scale anode production line (including a dust collector and furnace with thermal oxidizer), emergency generator, air handler units, research and development activities, changes to thermal oxidizer permit conditions, and updates to assumed anode weight production throughput. The applicant estimates the potential facility-wide emission rates will decrease for Volatile Organic Compounds (VOCs) by 1.1 tpy and SO 2 by 1.7 tpy. Potential facility-wide emission rates will increase for Particulate Matter (PM) by 6.3 tpy, CO by 8.1 tpy, NO x by 9.3 tpy, Hazardous Air Pollutants (HAPs) by 0.2 tpy and Lead by 0.000047 tpy.
Startup of the operation of the proposed equipment and material is planned for April 2025. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 days from the date of publication of this notice, written comments will also be received via email at
