The Office of Environmental Remediation (OER) at the West Virginia Department of Environmental Protection has approved a cleanup method to address environmental conditions at the Former BP Site 06245 under the Uniform Environmental Covenants Act-Leaking Underground Storage Tank Program (UECA-LUST #17017). The applicant, BP Remediation Management, has been working with the WVDEP since negotiating a UECA-LUST Agreement on December 6, 2016.
The site is located at 702 Main Street, Follansbee, Brooke County, West Virginia, and is comprised of approximately 0.23 acres of property. Leak number 92-094-L05 was issued after petroleum impacts were found in the public sewer and a nearby building in 1992. The origins of the leak were traced to a failed dispenser union. Initial site assessment began on the property in May 1992. Additional site assessment and remedial strategies were implemented at the site through late 2012. The property entered into the UECA-LUST Program in December 2016 to address the remaining contamination at the site.
Additional site assessment and characterization activities conducted at the property found the site was eligible for a risk-based closure pending the restriction of residential land use at the property as well as groundwater use at the property and within the Main Street and Broad Street right of ways immediately adjacent to the former service station property. Upon completion of remediation, the applicant will submit a Final Report, documenting that all work is complete.

Contaminants of concern include: Benzene, Benzo(a)pyrene, Ethylbenzene, Methyl Tertiary Butyl Ether, Naphthalene, Xylenes.

Remediation Standards and Exposure Control Methods:

Human Health De Minimis Risk-Based Standards were achieved for impacted surface soils, subsurface soils, and groundwater.
