SUBSTANTIAL AMENDMENT TO THE FY 2024 ANNUAL
ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM
The purpose of this notice is to present a Substantial Amendment to the City of Weirton’s FY 2024 Annual Action Plan for the use of Community Development Block Grant (CDBG) funds. Notice is also hereby given that the City of Weirton, West Virginia will hold a public hearing on Thursday, March 27, 2025 at 1 p.m., prevailing time, in Room No. 201, of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 on the proposed Substantial Amendment. The Weirton Municipal Building and Room No. 201 are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling 304-797-8500 extension 1019 or emailing [email protected] to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to www.westvirginiarelay.com .If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the meeting. The purpose of this public hearing is to present a Substantial Amendment to the City’s FY 2024 Annual Action Plan for the use of CDBG funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The city has determined that it is necessary to amend the CDBG program budget for the previously approved FY 2024 Annual Action Plan. The funds will be reprogrammed from a project/activity that will be cancelled to a new proposed new project/activity. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: canceling an approved activity or adding a new activity. The Substantial Amendment to the FY 2024 Annual Action Plan is proposed as follows:
Amended FY 2024 CDBG Projects :CD-24-06 – Weirton Park Board – WMCC Swimming Pool Wheelchair Lift Replacement . Delete this project/activity in its entirety and reallocate a total of $15,000.00 to a new project/activity.
CD-24-07 – Bennett Drive Neighborhood Park Improvements . Create a new project with a budget of $15,000.00 to fund playground, park, and accessibility improvements at the Bennett Drive Neighborhood Playground facility. In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), this Substantial Amendment will be on public display for review and comment for a period of thirty (30) days, beginning Tuesday, March 4, 2025. The Substantial Amendment will be available for review at the Office of Planning and Development, Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 a nd at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062 , as well as the City of Weirton’s website https://www.cityofweirton.com/ .

All comments received by 4 p.m., prevailing time, on Wednesday, April 2, 2025 will be considered by the City of Weirton prior to submitting this Substantial Amendment to City Council for approval. All interested residents are encouraged to attend this public hearing, and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to the use of CDBG funds under the FY 2024 Annual Action Plan.
