ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the THE LANDING STRIP AMLER project will be received by HMS HOLDINGS, LLC., to the attention of Kelly Shumate, until 2pm local time on Friday, May 2nd, at which time the Bids received will be opened and read.
This document forms a part of the Contract Documents for the above project. Please make any necessary revisions to your documents to reflect these changes and include them in your proposal.
Bid Documents
1) Please refer to the site plan Phase 1 of The Landing Strip showing
location of roads, utilities, septic systems, a maintenance building and
(6) Two-Bedroom cabins and (2) Four-bedroom cabins.
2) The construction of the (6) Two Bedroom Cabins will be based on
drawing by Jeremy Newel Design, dated 05-27-2024 and computer file
name 591023-0800-CS. Each cabin will have a 160 s.f. composite
deck system. Each cabin will also have a 4’ width concrete sidewalk
from the parking area.
3) The construction of the (2) Four Bedroom Cabins will be based on the
drawings by Jeremy Newell Design, dated 12-16-2024 and computer file
the name 595024-1232-CS. Each cabin will have a 192 s.f. composite
deck system. Each cabin will also have a 4’ width concrete sidewalk
from parking area.
4) Build a 20’ x 20’ wash pad and all necessary utilities for the installation
of the Wash and Go ATV wash system.

associated cost per design and construction estimate

6) All construction finishes will be at a minimum of mid-grade quality
construction materials.
7) Per site plan The Landing Strip-Cabins-phase1.pdf there will be
approximately 20,400sf of roadways and 7,300 sf of driveways.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
The Issuing Office for the Bidding Documents is: the Landing Strip, 1798 Barkers Ridge Sand Gap Road, Corinne, WV 25826; contact Jason Brown, [email protected] for an electronic copy of the bid documents.
A mandatory pre-bid conference will be held at 10:00AM local time on 4/23 at 1798 Barkers Ridge Sand Gap Road, Corinne, WV 25826.
Bid security shall be furnished in accordance wit the Instructions to Bidders.
NONDISCRIMINATION IN EMPLOYMENT
All contracts awarded under this bid are to be funded in whole or in part by HMS Holdings, LLC and the West Virginia Department of Environmental Protection Office of Abandoned Mine Lands Economic Revitalization (AMLER) Program and shall be referred to as the Landing Strip AMLER project.
Bidders on this work will be required to comply with the Build America, Buy America Act (“the ACT”), Pub. L. No. 117-58, §§ 70901-52 signed into law on November 15, 2021 by President Joseph R. Biden Jr.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.
Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission.
Pursuant to West Virginia Code § 5-22-2, requirements state in the advertisement for bids and the bid form may not be waived by any public entity.
