Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain

This is to give notice that the City of Hinton, under Part 58, has determined that the following proposed action under the Hinton Flood Mitigation Project and HUD Community Development Block Mitigation Grant NGIPLMI0014 is partially located in the 100-year floodplain. In accordance with Executive Order 11988 and HUD regulations at 24 CFR 55.20 Subpart C, the City of Hinton will be identifying and evaluating practicable alternatives to locating the action in the floodplain, as well as the potential impacts on the floodplain from the proposed action.

The Hinton Flood Mitigation Project will improve stormwater service for approximately 1,240 existing customers and enhance 57 acres of land to be more resilient against flooding. The project includes the construction of approximately 3,600 linear feet of storm drain piping, twenty-four drop inlets, 600 feet of open channel grated drains, and forty-eight roof drain connections to manage stormwater runoff in the
areas of Campbell, Pine, Locust, Burk, Elm, Broadway, Edmund, Walnut, Taylor, and Terrace Streets. Additionally, the project will replace an 800-foot-long box culvert along First and Grace Streets and install ten new drop inlets with approximately 250 feet of storm drain pipe to alleviate stormwater-related traffic restrictions on key one-way streets. Further, twenty-seven existing CSO manholes will be sealed to prevent floodwaters from the New River from entering the combined sewer system during flood events.

This project is critical to the City of Hinton as it seeks to mitigate flooding risks, enhance public safety, and improve the city’s stormwater infrastructure. Without these improvements, stormwater runoff will continue to overwhelm existing drainage systems, leading to property damage, public safety hazards, and increased strain on emergency response efforts. The proposed improvements will enhance flood protection, reduce stormwater-related street closures, and prevent additional strain on the city’s wastewater infrastructure.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program serves as an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
