Separate sealed bids will be received by Whitehall Public Service District at its office at 3247 Fairmont Avenue, Fairmont, WV 26554 until June 12, 2025 at 10:00 A. M., local time, and then at said office publicly opened and read immediately thereafter for the following project: WHITEHALL PUBLIC SERVICE DISTRICT – MIDDLETOWN MALL SEWAGE LIFT STATION and SOUTH POINT SEWAGE LIFT STATION GENERATOR REPLACEMENT. All work necessary to replace the existing wet well mounted sewage pumping station with a new factory-assembled 200-gpm duplex wet well mounted sewage pumping station complete with pumps, piping and valves, controls and associated appurtenances, installed on the existing precast concrete wet well; install SCADA system; install pump bypass piping and other incidental work at the Mall Lift Station site. Replace the existing standby power genset, transfer switch and electrical at the South Point sewage lift station site. All work complete as described in the Contract Documents

Copies of plans, specifications and proposal forms can be obtained from the Engineer, Vaughn, Coast & Vaughn, Inc., 154 South Marietta Street, St. Clairsville, Ohio 43950 (740) 695-7256, upon payment of a non-refundable deposit of twenty-five ($25.00) for electronic copy.

The above stated deposit is required before the documents can be made available. Bidders who submit a Bid must be a Plan Holder of record at the Engineer’s Office.

Bids are to be sealed and addressed to Whitehall Public Service District, 3247 Fairmont Avenue, Fairmont WV, 26554 and noted on the envelope as a Bid for WHITEHALL PUBLIC SERVICE DISTRICT – MIDDLETOWN MALL SEWAGE Lift station and South point SEWAGE LIFT STATION GENERATOR REPLACEMENT. Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions provided in the Instruction for Bidders.

The Whitehall PSD reserves the right to reject any or all bids. The Whitehall PSD also reserves the right to defer, delay or postpone the date for receiving and opening Bids. The Whitehall PSD reserves the right to negotiate with the lowest responsible Bidder if it is deemed to be in the best interest of the Project. The Whitehall PSD further reserves the right to waive any informality in a Bid or reject such an informal Bid if it is to their advantage to do so.

All work done under this contract shall be subject to Davis-Bacon Wage rates and rules.

Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each Bidder must submit evidence of its experiences on projects of similar size and complexity.

No Bidder may withdraw his Bid within 90 days after the actual date of the opening thereof.

DESIGN-BUILD STATEMENTS OF QUALIFICATION

Notice is hereby given that the Princeton Health Care Center will accept Statements of Qualifications for a Design-Build project, located at 315 Courthouse Road, Princeton, West Virginia, 24740. Interested firms are invited to submit their Statement of Qualifications no later than end of business day, June 6th, 2025. It must include all proposed Design-Build team members, including design professionals, licensed contractors and licensed subcontractors who would work on the project. Documentation of previous experience with at least (3) similar projects should be included, with names and contact information for each. Compliance with all requirements of the WV State Fire Marshal and the WV Department of Health and Human Resources will be necessary.

The project includes (4) separate small 1-story additions to the existing PHCC facility, with a total new area of approximately 3,400 square feet. All additions will be constructed of concrete slabs on grade, wood wall and roof framing, exterior brick veneer, and asphalt shingles – all new materials shall match the existing materials of the facility. Extensions of the existing automatic sprinkler system, fire alarm system, and nurse call system are included, as well as limited selective demolition and interior renovations. Wall patching, new interior partitions and gypsum finishes, new flooring, new ceilings new door assemblies are included. New HVAC systems and modified electrical and plumbing systems are also included. The PHCC facility will remain fully occupied during the work, and efforts to minimize construction disturbances will be essential.

Design-Build firms will be evaluated by the PHCC administration and top-rated firms will be asked to prepare a cost proposal and time of completion for the project.
