NOTICE OF PUBLIC HEARING ON CITY OF CHARLESTON MAGAZINE BRANCH SEWER REPLACEMENT AND REHABILITATION PROJECT ORDINANCE A public hearing will be held on an Ordinance concerning the Sanitary Board of the City of Charleston’s proposed Magazine Branch Sewer Replacement and Rehabilitation Project at a regular meeting of the Council of the City of Charleston (the “City Council”) to be held on July 7, 2025 at 7:00 p.m. in the Council Chambers at City Hall, Court and Virginia Streets, Charleston, West Virginia, and at such hearing any person interested may appear before the City Council and present comments, and all comments and suggestions shall be heard by the City Council and it shall then take such actions as it shall deem proper in the premises, including but not limited to a final vote on adoption, upon the Ordinance. The Charleston Sanitary Board Magazine Branch Sewer Replacement and Rehabilitation Project consists of two separate phases and consists of work including the planning, design, acquisition and construction of certain extensions, additions, betterments and improvements to its existing sewerage system, including but not limited to, the replacement and or rehabilitation of existing sewers in the areas of: Phase 1: Garrison Avenue (between Edgewood Drive and terminus); Atlantic Street; Amaron Street; Beulah Street; Pacific Street; Crestlin Drive; Earle Street; Spreigel Drive; Melrose Drive; Charmac Drive; Wood Road; Summit Drive; and Edgewood Drive; and Phase 2: Garrison Avenue (between Crescent Road and Edgewood Drive) and Rockaway Road; provided, that the work will further include all necessary appurtenances; further provided, that to the extent that funds remain available, extensions, additions, betterments and improvements to the remaining portion of the existing sewer system. Based on current financial conditions, no rate increase is needed to fund the Project. The Sanitary Board’s current rates, which may be changed by City Council from time to time, remain in effect. The current rate for customers whose sewage does not contain industrial waste is $14.26 per thousand gallons in excess of 2,000 gallons used per month. The charge for usage of 2,000 gallons or less per month is $26.06. For sewage that contains industrial waste, the Monthly Service Charge is $10,000.00, the Volumetric Treatment Charge is $6.50 per thousand gallons, the Biochemical Oxygen Demand (BOD) Charge is $0.65 per pound, and the Total Suspended Solids (TSS) Charge is $0.50 per pound. Information concerning the proposed Project construction, and the Sanitary Board’s rates may be viewed at the Sanitary Board’s offices at 208 26th Street West, Charleston, WV on scheduled work days between the hours of 9:00 a.m. and 4:00 p.m. A copy of the above Ordinance is on file with the City Council at the office of the City Clerk of the City of Charleston, Court and Virginia Streets, for review by interested parties during regular office hours.
