A mandatory pre-bid meeting will be held Thursday, August 21, 2025, at 1:00 p.m. at the Fayette County Courthouse 100 N. Court St. Fayetteville, WV 25840, Commission Chambers.

Proposals should be mailed to Fayette County Commission, Attn: REAP Demolition Proposal Phase 5, PO Box 307 Fayetteville, WV 25840. Sealed bids can also be hand delivered to 100 N. Court St. Suite 2. Fayetteville, WV 25840 by the deadline of September at 2pm. Sealed proposals will be opened publicly at the Fayette County Commission meeting on September 3rd at or shortly after 9:30 a.m.

This demolition program is part of the REAP Demolition Grant. The demolition will be contracted per location if grant funding allows as property is approved and project will have to be complete by November 30, 2025.

Bland, VA

Sealed bids, subject to the conditions herein, will be received until 2:00 p.m. on Wednesday, August 13th, 2025 at Bland Ministry Center, 65 Seddon Street, Bland, VA 24315, Attention: Todd Boggess. Bids will be opened at 65 Seddon Street, Bland, VA, 24315 and publicly read for furnishing all labor and materials and performing all work associated with the new dental clinic.

The project scope includes the new construction of a one-story building (dental clinic) to be located at 8487 South Scenic Highway, Bland, VA, and associated site work. The new wood-framed structure will be approximately 3,947 sf and consist of low-maintenance exterior materials, brick veneer, manufactured siding materials, and architectural grade shingles. The building design and program accommodates 7 dental procedure rooms, a centralized sterilization space, pano area for x-rays, a denture lab, employee break room with kitchen area, flex conference areas for private consulting, utility/ mechanical/electrical rooms, storage, IT space, and 2 private offices for providers. There will also be an airlocked entry into a spacious waiting room being welcomed by a front desk/control area. There are restrooms for both the public and staff areas.

The bidder’s attention is directed to the requirements of Title 2.2, Chapter 43, of the Code of Virginia. Sealed bids may be mailed or delivered to the owner if received prior to bid date. Bids received after the due date and time will be returned to the bidder unopened. Faxed bids will not be accepted. Withdrawal of bid due to error shall be in accordance with Section 2.2-4330.B.1 of the Code of Virginia which states, the bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice.

Bidders must comply with Code of Virginia 40.1-28.10. As of 1/1/2023, every employer shall pay to each of its employees wages at a rate not less than the greater of (i) $12.00 per hour or (ii) the federal minimum wage.

Sealed bids may be mailed or delivered to the owner if received prior to bid date. Bids received after the due date and time will be returned to the bidder unopened. Faxed bids will not be accepted. No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids.

A Prebid Conference will be held at 2:00 on Wednesday, July 30th, 2025 at the project site 8487 South Scenic Highway, Bland, VA. It is strongly recommended all prospective bidders have a qualified representative at this Prebid Conference.

Bid Forms, Specifications, and Contract Documents are on file at the Bland Ministry Center, 65 Seddon Street, Bland, VA 24315 and the office of the architect: E.T. Boggess Architect, Inc., 101 Rockledge Avenue, Princeton, WV 24740 (304-425-4491) between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday. Bid documents may be obtained in electronic .pdf format upon receipt of a non-refundable payment of $75.00. Printed bid documents can be requested for a non-refundable payment to cover the cost of printing and shipping.

Bidders must be licensed as a Contractor in the Commonwealth of Virginia. Each bid must be accompanied by a Bid Bond, a deposit of cash or by a certified check payable to the Bland Ministry Center and drawn on a bank or trust company authorized to do business in the Commonwealth of Virginia, for an amount equal to 5% of the total base bid, as a guarantee that, if the bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond will be furnished within 30 days after receipt of written notice of formal award of Contract.

This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti Kickback” Act; the Contract Work Hours and Safety Standards Act; Public Law 100 202; and the Build America, Buy America.. The bidder’s attention is called to the “Equal Opportunity Clause” and the goals and timetables for minority and female participation in each trade and to the fact that not less than minimum wages set forth in the contract documents must be paid.

It is the intent of the owner to award the entire project, however, the award of this contract is contingent upon the availability of local and state funds. The Bland Ministry Center reserves the right to reject any or all bids. The Bland Ministry Center reserves the right to negotiate with the lowest responsible and responsive bidder to meet available funding, giving consideration to materials, construction techniques, reduction of items in the total bid, timing of the project, and other items as apparent so long as the project remains in conformity with the improvement project goals.
