ADVERTISEMENT FOR BIDS Sealed bids for the Salt Rock Sewer Public Service District’s Phase II Pump Station Upgrade project will be received by the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, until 3:30 PM, LPT, on September 23, 2025. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon is generally described as follows: Rehabilitation of the wet well of the Phase II Pump Station via removal of loose concrete and application of a geopolymer. Rehabilitation of the preliminary treatment facilities and interconnecting ductile iron piping via removal of loose concrete and application of a geopolymer and rehabilitation of 24-inch ductile iron piping, including installation of insert gate valve and “hot tap” connections. Replacement of three 85-horsepower (HP) submersible pumps/slide rails with three new 105 HP submersible pumps and slide rails, increasing the nominal pump station capacity from 2650 GPM to 3150 GPM. Construction time limit for the Contract is 210 consecutive calendar days to substantial completion, of which 75 consecutive calendar days is actual in-field construction. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of seventy-five dollars ($75.00) for each set of plans and seventy-five dollars ($75.00) for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Salt Rock Sewer Public Service District in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held at the offices of the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, on September 4, 2025 at 11:00 AM. AMERICAN IRON AND STEEL Bidder will be required to comply with the “American Iron and Steel (AIS)” requirements of Section 436 of P.L. 113-76, Consolidated Appropriations Act, 2014 (Act) that requires Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on ‘System for Award Management (SAM)’ at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. DBE REQUIREMENTS Each Bidder must fully comply with the Disadvantaged Business Enterprises, and Affirmative Action requirements, as identified in the Contract Documents. The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the Bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. Bidders will be required to comply with the West Virginia Alcohol and Drug Free Workplace Act. Bidders are required to have West Virginia Contractor’s license per Section 21-11-11 of the West Virginia code. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by Congressional Directed Spending, West Virginia Infrastructure & Jobs Development Council, State of West Virginia Community Project Funding, and the West Virginia Economic Enhancement Grant.
