The City of Beckley, Raleigh County, West Virginia is seeking sealed proposals in response to a Request for Proposals (RFP) for the reconstruction of Mercer Street from College Avenue to Nixon, Nixon Drive in its entirety, and Dorcas Avenue from Glenn Avenue to the end in the City of Beckley.
One (1) original and two (2) copies of the written proposal must be submitted to Mr. Phillip Jarrell, Interim City Manager, 409 South Kanawha Street, Beckley, WV 25801, by 4:00 p.m. on Monday, September 15th, 2025. Proposals must be submitted in a sealed envelope marked “Mercer Street, Nixon Drive and Dorcas Avenue Reconstruction.” Only written and sealed proposals will be accepted. Faxed or emailed proposals will not be accepted. Any proposal received after the time and date proposals are due, will be returned unopened. Bids will be opened and read aloud at the regularly scheduled 5:30 p.m. Council meeting on Tuesday, September 16th, 2025. The bid will be awarded at the regularly scheduled 5:30 p.m. Council meeting on Tuesday, October 7th, 2025.
In order to receive consideration, a proposal must be accompanied by a Certified Check or Bid Bond from a Surety Company authorized to do business in West Virginia, made payable to the order of the City of Beckley in an amount equal to ten percent (10%) of the bid amount as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into a Contract with the City.

Davis Bacon wage rates, as established by the U.S. Department of Labor, and other Federal Labor Standard Provisions apply. Bidders shall comply with all State and Federal laws prohibiting discrimination in hiring or employment opportunities.
