LEGAL NOTICE
REQUEST FOR PROPOSALS FOR ACCOUNTANT,
PROJECT ATTORNEY, APPRAISER, REVIEW APPRAISER,
RIGHT-OF-WAY NEGOTIATOR, BOND COUNSEL

The Raleigh County Parks and Recreation Authority (RCPRA), WV, is in the process of obtaining professional services necessary to complete construction of the Clear Fork Rail Trail Phase II Project. Clear Fork Rail Trail Phase II will construct 3.84 miles of multi-use recreational trail along a former rail corridor in Raleigh County, West Virginia. The project reclaims abandoned industrial land, rehabilitates historic trestles, and builds a new pedestrian bridge to create a safe, accessible public amenity. Once complete, it will expand outdoor recreation, attract visitors, and drive small business growth in communities impacted by coal's decline.

These services include an accountant, project attorney, appraiser, review appraiser, right-of-way negotiator, and bond counsel. The selected professionals will work closely with all team members, including the RCPRA and Region I Planning & Development Council.

The accountant will provide the accounting services necessary to prepare a Rule 42 Exhibit and/or Cash Flow accompanying future applications, in addition to any other financial services related to the project.

The project attorney will provide legal services as required during the development and construction phases, including areas such as obtaining any Certificates of Convenience from the West Virginia Public Service Commission, necessary title work for construction rights-of-way and parcels, and review of all contracts and associated documents.

The appraiser, review appraiser, and right-of-way negotiator will collaborate with the project attorney and engineer to secure all necessary rights-of-way and land parcels required for project completion.

The bond counsel will provide services in support of financing needs, working closely with RCPRA and the project team.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Proposals will be scored based on specialized or technical experience, related prior work experience, and capacity to complete the work within the performance period. Contracts will be awarded to the firms ranked and determined to be the most advantageous to the project, with price being considered. The consultant's eligibility to receive federal funds will be verified at http://www.sam.gov before contract award.

If interested in providing these services, please submit an original, three (3) copies, and a digital submission of all requested information to RCPRA, and one (1) hardcopy and an email submission to Region I Planning & Development Council no later than the close of business on November 14, 2025. The respondent is responsible for ensuring receipt of the proposal by the specified date and time.
