NOTICE OF REQUEST FOR ENGINEERING SERVICES

City of Smithers, Fayette Co, WV, requests proposals from qualified engineering firms to provide a cost associated with providing a 30% design & an Engineer's Estimate of Probable Cost for extending horizontal infrastructure throughout the Longacre Development (Bottom & Triangle). Selected consultant is required to prepare (1) preliminary engineering design and associated construction documents & (2) preliminary engineering report(s). All consultants seeking consideration must submit a proposal detailing qualifications, technical expertise, management & staffing capabilities & related prior experience. Purpose of competitive process is to objectively select the consultant who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications & experience will be weighed heavily. Please submit five (5) copies of all requested information prior to 1pm EST on December 2, 2025 & timely submissions publicly opened at 2pm EST same date. It is the responsibility of the submitting firm to ensure City's receipt of the proposal by the date/time specified. The project may be undertaken with a combination of State/Federal funds & all work must be performed in accordance with all applicable laws, rules & regs, including the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, President's Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement & Access to Records provisions. Selected firm must fully comply with Minority/Women-Owned Business Enterprise & Affirmative Action requirements. If a portion of the contract is subcontracted, then "positive efforts" must be made to subcontract to Minority/Women-Owned Businesses, to be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Full opportunity will be afforded women-owned & minority businesses that submit a show of interest in response to this request & City will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the award of this contract. This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to Project Sponsor, price and other factors considered. The Longacre Development site, @25 acres (Bottom & Triangle), is vacant, lacks central services & interior road networks, predominantly cleared and level, city owned, & is located within city limits above the 100-year flood plain between Rt. 60 and the Kanawha River. Proposals should address the following considerations: (1)-Comparison of at-grade vs. flyover two-lane railroad crossing for safe access to Longacre Bottom from Rt. 60; (2)-Two-lane road and pedestrian access connecting Longacre Bottom to Kanawha Ave.; (3)-Two-lane central road connecting new crossing and Kanawha Ave; (4) Water and sewer mainline extensions to serve site; (5) Stormwater flow and retention infrastructure with potential for non-potable reuse; (6) Main dry utility extensions; (7) Geotechnical investigation of Longacre-Triangle; (8) Soil management plan; (9) Boat dock(s); (10) Walking trail; (11) Gravel parking lot for 5-10 vehicles on the Longacre-Triangle with safe access from and to Rt. 60 landscape and picnic area; and (12) designing in consideration of pre-existing gas lines and pumps.
