Information Technology (IT) Consulting Services

The County of Raleigh County, West Virginia is requesting proposals from qualified consultants to provide information technology (IT) consulting services. The goal is to obtain expert assistance in areas such as IT planning, infrastructure assessment, and strategic direction to meet the County's operational needs and future goals. The departments for these services in include The Raleigh County Commission, The Raleigh County Clerk, The Raleigh County Circuit Clerk, and The Raleigh County Prosecuting Attorney.

The County seeks a contractor experienced in government IT services to manage or provide guidance on the following:

IT Infrastructure: Assessment, monitoring, patch management, and support for enterprise network equipment, firewalls, and servers.
IT Planning & Strategy: Development of an IT strategic plan with a multi-year vision, including goals and action plans.
Needs Assessment: Interviewing department heads and staff to determine needs and opportunities.
Security & Disaster Recovery: Identifying cybersecurity risks and developing/testing disaster recovery and business continuity plans.
Software/Systems: Consulting on the implementation of specific systems, such as enterprise resource planning solutions.

Proposals must be submitted in a sealed envelope clearly marked with your company name on the envelope.

Cover Letter: Signed by an authorized representative, summarizing qualifications.
Company Experience: History of providing similar services, particularly within the public sector.
Staff Experience: Resumes and organizational chart for key personnel assigned to the project, detailing their roles and technological expertise.
Proposed Solution: A detailed approach and methodology for meeting the objectives and providing ongoing support.
Rates/Cost Proposal: Detailed breakdown of all costs, including hourly rates for personnel, software costs, and any additional expenses (travel, etc.).
References: Names and contact information for at least three (3) references from similar past projects.
Insurance: Evidence of ability to provide required insurance coverage as specified in the sample agreement.

No email submissions will be accepted. All proposals are due by Wednesday December 17, 2025 at 4:00pm. The contract term is yearly with the anticipated start date of January 1, 2026.

The Raleigh County Commission reserves the right to reject any or all proposals, to waive technicalities, or to accept any proposal deemed to be in its best interest. All proposals become the property of The Raleigh County Commission upon submission.
