PUBLIC NOTICE Publication Date: October 21, 2015 Expiration Date: November 20, 2015 TO WHOM IT MAY CONCERN: A West Virginia State Waters Permit, as required by West Virginia Code c22-11-8(b)(3) has been requested from the West Virginia Department of Environmental Protection (WVDEP) for: Coalfields Expressway-Mullens Connector Project West Virginia Division of Highways 1334 Smith Street Charleston, WV 25301 SCOPE OF PERMIT: The West Virginia Water Pollution Control Act requires a permit for activities that may cause an alteration to the physical or biological integrity of the waters of the State. The WVDEP West Virginia State Waters Permit is authorized by West Virginia Code c22-11-8(b)(3). WVDEP follows the existing West Virginia Legislative Rule c47CSR5A which pertains to jurisdictional waters for the purpose of outlining this application process and compensatory mitigation guidelines. DESCRIPTION OF THE ACTIVITY: Construction of a new roadway as part of the Coalfields Expressway will result in the loss of four non-jurisdictional wetlands (0.100 acres) in addition to the loss of jurisdictional wetlands and streams. PROJECT LOCATION: Wyoming County near Mullens between West Virginia Route 54 and Wyoming County Route 12/1. A location map is included with this notice.
