SUBSTANTIAL AMENDMENTS TO THE FY 2020, FY 2021, FY 2022,
FY 2023, AND FY 2024 ANNUAL ACTION PLANS
COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM
The purpose of this notice is to present Substantial Amendments to the City of Weirton’s FY 2020, FY 2021, FY 2022, FY 2023, and FY 2024 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds.
Notice is also hereby given that the City of Weirton, West Virginia will hold a public hearing on Thursday, January 8, 2026 at 2 p.m., prevailing time, in Room No. 201, of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 on the proposed Substantial Amendments. The Weirton Municipal Building and Room No. 201 are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling 304-797-8500 extension 1019 or emailing [email protected] to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to www.westvirginiarelay.com . If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the meeting.
The purpose of this public hearing is to present Substantial Amendments to the City’s FY 2020, FY 2021, FY 2022, FY 2023, and FY 2024 Annual Action Plans for the use of CDBG funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG program budget for the previously approved FY 2020, FY 2021, FY 2022, FY 2023, and FY 2024 Annual Action Plans. The funds will be reprogrammed from projects that will be cancelled to new proposed projects. These are considered substantial amendments in accordance with the City’s Citizen Participation Plan as the following applies: canceling an approved project/activity or adding a new project/activity.
The Substantial Amendment to the FY 2020 Annual Action Plan is proposed as follows:
Amended FY 2020 CDBG Projects Unallocated Funds . Unallocated funds in the amount of $689.73 will be allocated to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-20-18 – Sidewalk Reconstruction in Low/Mod Areas Create a new project with a budget of $689.73 to reconstruct and rehabilitate continuous sidewalks and pedestrian ways and construct curb ramps within the predominantly low/mod residential neighborhoods adjacent to the central business district (C.T. 213, B.G. 2 and C.T. 311.03, B.G. 2).
The Substantial Amendment to the FY 2021 Annual Action Plan is proposed as follows:
Amended FY 2021 CDBG Projects CD-21-10 – Bennett Drive Neighborhood Park Improvements . Delete this project/activity in its entirety and reallocate a total of $1,740.00 to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-21-11 – Sidewalk Reconstruction in Low/Mod Areas . Create a new project with a budget of $1,740.00 to reconstruct and rehabilitate continuous sidewalks and pedestrian ways and construct curb ramps within the predominantly low/mod residential neighborhoods adjacent to the central business district (C.T. 213, B.G. 2 and C.T. 311.03, B.G. 2).
The Substantial Amendment to the FY 2022 Annual Action Plan is proposed as follows:
Amended FY 2022 CDBG Projects :CD-22-09 – Parks and Recreation Improvements . Delete this project/activity in its entirety and reallocate a total of $50,000.00 to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-22-10 – Bennett Drive Neighborhood Park Improvements . Delete this project/activity in its entirety and reallocate a total of $2,122.10 to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-22-11 – Sidewalk Reconstruction in Low/Mod Areas . Create a new project with a budget of $52,122.10 to reconstruct and rehabilitate continuous sidewalks and pedestrian ways and construct curb ramps within the predominantly low/mod residential neighborhoods adjacent to the central business district (C.T. 213, B.G. 2 and C.T. 311.03, B.G. 2).
The Substantial Amendment to the FY 2023 Annual Action Plan is proposed as follows:
Amended FY 2023 CDBG Projects :CD-23-18 – Bennett Drive Neighborhood Park Improvements . Delete this project/activity in its entirety and reallocate a total of $6,000.00 to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-23-09 – Sidewalk Reconstruction in Low/Mod Areas . Create a new project with a budget of $6,000.00 to reconstruct and rehabilitate continuous sidewalks and pedestrian ways and construct curb ramps within the predominantly low/mod residential neighborhoods adjacent to the central business district (C.T. 213, B.G. 2 and C.T. 311.03, B.G. 2).
The Substantial Amendment to the FY 2024 Annual Action Plan is proposed as follows:
Amended FY 2024 CDBG Projects :CD-24-08 – Bennett Drive Neighborhood Park Improvements . Delete this project/activity in its entirety and reallocate a total of $15,000.00 to a new project/activity titled Sidewalk Reconstruction in Low/Mod Areas.
CD-24-09 – Sidewalk Reconstruction in Low/Mod Areas . Create a new project with a budget of $15,000.00 to reconstruct and rehabilitate continuous sidewalks and pedestrian ways and construct curb ramps within the predominantly low/mod residential neighborhoods adjacent to the central business district (C.T. 213, B.G. 2 and C.T. 311.03, B.G. 2).
In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these Substantial Amendments will be on public display for review and comment for a period of thirty (30) days, beginning Tuesday, December 23, 2025. The Substantial Amendments will be available for review at the Office of Planning and Development, Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 a nd at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062 , as well as the City of Weirton’s website https://www.cityofweirton.com/ .

Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to www.westvirginiarelay.com . All comments received by 4 p.m., prevailing time, on Wednesday, January 21, 2026 will be considered by the City of Weirton prior to submittal of these Substantial Amendments to City Council for approval at its meeting on Monday, February 9, 2026 regular meeting.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to the use of CDBG funds under the FY 2020, FY 2021, FY 2022, FY 2023, and FY 2024 Annual Action Plans.
