AIR QUALITY PERMIT NOTICE

Notice of Open Comment Period

On October 6, 2026, Paul Wissmach Glass Co. applied
to the WV Department of Environmental Protection,
Division of Air Quality (DAQ) for a permit to modify and
operate an art glass manufacturer located at 420
Stephens Street, Paden City, Wetzel County, WV at
39.6075 latitude and -80.9342 longitude. A preliminary
evaluation has determined that all State and Federal
air quality requirements will be met by the modified
facility. The DAQ is providing notice to the public of an
open comment period for permit application R13-3735.

No changes in potential emissions are authorized by
this permitting action. The applicant is requesting to
take voluntary limits at the facility based on the
installation of a baghouse to control emissions from four
existing furnaces.

Written comments or requests for a public meeting must
be received by the DAQ before 5:00 p.m. on Friday,
March 13, 2026. A public meeting may be held if the
Director of the DAQ determines that significant public
interest has been expressed, in writing, or when the
Director deems it appropriate.

The purpose of the DAQ’s permitting process is to make
a preliminary determination if the proposed modification
will meet all state and federal air quality requirements.
The purpose of the public review process is to accept
public comments on air quality issues relevant to this
determination. Only written comments received at the
address noted below within the specified time frame, or
comments presented orally at a scheduled public
meeting, will be considered prior to final action on the
permit. All such comments will become part of the
public record.

A. ADVERTISEMENT FOR BIDS
The City of Wheeling: Owner
Sealed bids for Grass Cutting 2026 will be received by the City of Wheeling, West Virginia, at the office of the City Manager until 3:00 PM, February 25, 2026 and then at said office publicly opened and read aloud. The Information for Bidders, Plans, Specifications, Drawings, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following:
Ohio Valley Construction Employers Council in Wheeling, WV; and at the Office of the City Engineer, City-County Building, Wheeling, WV 26003.
Bidding Documents may be obtained through only upon payment of $25.00 with the City of Wheeling for each set obtained from the Office of the City Engineer, City-County Building, Wheeling, WV 26003. The deposit is non-re- fundable. The owner reserves the right to waive any informalities or to reject any or all bids.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. This contract is also subject to the requirements of the West Virginia Contractor Licensing Act, Chapter 21, Article 11 of the Code of West Virginia. Contractor must be licensed in accordance with the Act at the time of the Bid.
THE PROCUREMENT REGULATIONS AT 2 CFR 200.321 STATES:
