FY 2026 ANNUAL ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM
Notice is hereby given that the City of Weirton, WV will hold a public hearing on Friday, May 1, 2026 at 1 p.m., prevailing time, in Room 201 of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062. The Weirton Municipal Building and Room 201 are accessible to persons with physical disabilities. However, if special accommodation arrangements are necessary for residents to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling (304) 797-8500 extension 1019 or emailing

to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or by going online to

If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the public hearing.
The purpose of the public hearing is to present the City of Weirton’s Fiscal Year (FY) 2026 Annual Action Plan for the use of Federal Community Development Block Grant (CDBG) Program funds. The City of Weirton intends to submit its FY 2026 Annual Action Plan for the CDBG formula allocation amount of $404,588. It is anticipated that at its June 8, 2026 regular meeting, Weirton City Council will consider a Resolution to adopt the FY 2026 Annual Action Plan and authorize the proper City Officials to submit the application for CDBG grant funds to the U.S. Department of Housing and Urban Development (HUD) on or before Friday, June 12, 2026.
In order to obtain the views of residents, public agencies, and other interested parties, the City has placed the FY 2026 Annual Action Plan on display for a period of 30 days starting April 16, 2026 through May 15, 2026 on the City of Weirton’s website

Copies of the plan may also be examined during normal business hours of operation at the Planning and Development Department, 200 Municipal Plaza, Weirton, WV 26062 and at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062.

If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of the use of CDBG funds.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed use of CDBG funds under the FY 2026 Annual Action Plan.
