NOTICE OF REQUEST FOR CONSULTING/ ENGINEERING SERVICES The Elkins Parks and Recreation Commission, Randolph County, West Virginia, is requesting proposals from qualified consulting engineering firms to provide the services necessary to design a community wheeled park skills area that includes a tot track, pump track and skills area for cyclists and other wheeled sports users at various levels of ability. The selected consultant will be required to (1) review the EAST Trail Master Plan, (2) design and prepare generic technical specifications for asphalt pump tracks, (3) construction documents, bid specifications, and bid documents specific to this site, (4) assist in meeting State and Federal environmental requirements, (5) assist acquiring necessary permits, (6) evaluate bids received and make recommendation of award(s), (7) monitor and inspect construction activities to ensure compliance with plans and specifications, (8) review and approve contractor's pay estimates, and (9) any other services needed by the EPRC for the implementation of this project. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience and references or examples of successful projects similar in nature, preferably within the last five years. Each firm or team must have demonstrated experience and ability in designing community bike park projects that incorporate all-weather services and implementing federally funded projects. The purpose of this competitive process is to objectively select the consultant who will provide the highest quality of service at a realistic fee. Attention is directed to the fact that the project may be undertaken with Municipal and Federal funds, and all work must be performed in accordance with all applicable laws, rule and regulations, including, but not limited to 23 U.S.C. 213(e). Award of the contract shall be established after fee negotiations are concluded with the highest-ranking firm based on qualifications. Should the EPRC be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the EPRC shall undertake negotiations with the third most qualified professional firm. Should the EPRC be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications, and it shall continue negotiations in accordance with this section until an agreement is reached.
