Elkins-Randolph County Public Library invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for the renovation and addition to the Elkins-Randolph County Public Library. The project is a 6,700 SF addition and renovation of the existing 1-story building on an approximately 0.20 acre site (60′ x 150′) in the 400 block of Davis Avenue. The existing building currently has one story with a full basement; a new addition and renovations will complete the building with one additional story, totaling two (2). There will be a front addition of 1,080 sq. ft. total over two stories that includes a new 2- story entry, new stairwell and area for a café. The rear addition consists of two stories and basement that will include a kitchen, classroom, and a 780 sq. ft. extension to the first level. The second level will be constructed above the existing first level, and in addition to the front addition will consist of a 4,080 sq. ft. level constructed above the existing first level. The new elements include conference room; executive offices; basement after-hours community meeting space; new elevator serving all levels. The new building will be sprinklered.
Bids will be received by Elkins-Randolph County Public Library at the offices of the Randolph County Development Authority located at 10 11th Street, Elkins, WV 26241 until 3:00pm on Tuesday, June 23, 2026, and then at said office publicly opened and read aloud.

A Prebid Meeting is scheduled for Thursday, May 28, 2026 at 2:00pm at the Elkins-Randolph County Public Library (Existing Building Site) located at 416 Davis Avenue, Elkins, WV 26241.
ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at [email protected] no later than 12:00 pm on Thursday June 4, 2026 with response back to the contractors no later than 12:00 pm on Thursday, June 11, 2026.
A Bid bond executed in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Elkins-Randolph County Public Library (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s regulation (reference 2 CFR 200) on the application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.
