TOWN OF ATHENS

MERCER COUNTY, WEST VIRGINIA
WATER SYSTEM IMPROVEMENTS
MT. JACKSON CRITICAL NEEDS PROJECT

General Notice

The Town of Athens (Owner) is requesting Bids for the construction of the following Project:

Mt. Jackson Critical Needs Project

Bids for the construction of the Project will be received by the Town of Athens at 202 South State Street, Athens, WV 24712, July 14th, 2026, at 10:00 am local time. At that time, the Bids received will be publicly opened and read aloud.

Bids that are to be mailed to the Owner must arrive before 9:30 am local time, on July 14th, 2026, at the following address: Town of Athens located at 202 South State Street, Athens, WV 24712.

Bids delivered in person shall be given to the Owner or Engineer upon entering the Town Hall prior to 10:00 am.

The Project includes the following Work:

This project includes approximately 7,450 LF of 6" PVC C900 DR14 water line, 526 LF of 6" PVC C900 DR14 Certa-Lok water line, 20 LF of 6" DIP water line, 3,163 LF of 2" PVC CL 315 water line, 95 LF of 12" Steel Casing Pipe, Open Cut, 27 LF of 8" Steel Casing Pipe, Open Cut, 13 EA 6" Gate Valves with boxes, 6 EA 2" Gate Valves with boxes, 5 EA 2" Blow Off Assembly, 6 EA Air Release Valve Assembly, 6 EA Fire Hydrant Assembly, 1 – 1" Service Connection, 30 – 3/4" Service Connection, 1 – 79,500 Gallon Water Storage Tank, miscellaneous surface restoration, and all other necessary appurtenances for a complete and in-place installation.

No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Obtaining the Bidding Documents

The Bidding Documents may be examined at the following locations:

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. All Bidders must be a registered holder of Bidding Documents with the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $200.00 for each set. Each set will include the Construction Drawings and one set of Specifications. The shipping cost for each request will be an additional $25.00.

Pre-bid Conference

A MANDATORY pre-bid conference for the Project will be held on June 30th, 2026 at the Mason's Lodge, 204 South State Street, Athens, WV 24712 at 10:00 am local time. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Bid Security

A certified check made out to the Town of Athens, or a Bid Bond executed by the Bidder and Bidder's surety company approved by the Town of East Bank, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United Sates, the State of West Virginia, and/or local ordinance.

Bidding Method

The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

Envelope No. 1

a.Bid Bond
b.Copy of Current West Virginia Contractor's License
c.Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents
d.Drug Free Workplace Affidavit
e.Certification of Bidder Regarding Compliance with WV Jobs Act (if bid exceeds $500,000)

Envelope No. 2

a.Bid Form

Contractor's License

All bidders are required to have a West Virginia Contractor's License per Section § 30-42-12 of the West Virginia Code.

WV Jobs Act

Contractor shall comply with WV Jobs Act if there bid equals or exceeds $500,000 and the certification is included in the Contract Documents.

Time of Completion

The Time of Completion shall be 270 consecutive calendar days each beginning with the Award of Contract and written Notice to Proceed.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

The Town of Athens reserves the right to reject all bids.
