PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 26-0516-PWD-30B SOUTHWESTERN WATER DISTRICT Rule 30B application to pass through the increased purchased water costs from Taylor County Public Service District to the District’s customers. NOTICE OF APPLICATION TO CHANGE RATES NOTICE is hereby given that Southwestern Water District (District), a public utility, has filed with the Public Service Commission of West Virginia, an application to increase its rates and charges for furnishing water to its customers. Commission Staff has reviewed the District application and recommended that the it be permitted to raise its rates and charges to recover increased costs of purchased water it pays to Taylor County Public Service District. The Commission has approved Staff’s recommended rates, on an interim basis subject to refund for services rendered on and after June 16, 2026, that increase rates by $0.26 per thousand gallons. The Commission also approved, on an interim basis, Staff’s proposed incremental leak adjustment rate of $2.90 per thousand gallons of metered water usage subject to the leak adjustment rate. The average monthly bill for the various classes of customers will be changed as follows: $ Increase % Increase Residential $ 0.96 2.08% Commercial $99.94 3.77% Public authority $21.29 3.50% The District has no resale customers The Rule 30B procedure is designed to provide for a change in rates and charges to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost of water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention. All that certain tract or parcel of real estate situate in the City of Princeton, Mercer County, West Virginia, being known as Lot No. 5 AND ONE-HALF OF LOT 6, Section 101, as shown upon a Plat nearing the legend. PLAT OF SURVEY SHOWING THE SURVEY OF LOT 5 AND ONE-HALF OF LOT 6, SECTION 101, CITY OF PRINCETON, WEST VIRGINIA, surveyed 9/89 by RONALD FINK, L.L.S." said Plat recorded as Microfilm Plat 10317, of record in the Office of the Clerk of the County Commission of Mercer County, West Virginia, which tract or parcel of real estate is more particularly bounded and described as follows:

"BEGINNING at an iron pin at the intersection of the northern line of Highland Avenue with the eastern line of Broad Lane; thence with Broad Lane, N. 2 15' W. 74.70 feet to the point at the angle in Broad Lane; thence continuing with Broad Lane, N. 47 23' W. 105.81 feet to an iron pin in the southern line of a 20 foot wide alley (not open); thence along and with the southern line of said alley, N. 87 15' E. 150.00 feet to an iron pin; thence S. 2 15' E. 150 feet to a post in the northern line of said Highland Avenue; thence with same, S. 87 15' W. 75 feet to the iron pin at the point of BEGINNING."

THERE IS quitclaimed all right, title and interest in and to the portion of the 20 foot wide unopened alley shown upon said plat, which alley way has been abandoned by ordinance of the City of Princeton as set forth in Deed Book 1084 at page 530.

AND BEING the same property conveyed unto Tanda E. Southern form Daniel L. Howell and Betty J. Howell by deed dated January 3rd, 2020 of record in the Office of the Clerk of the County Commission of Mercer County, West Virginia in Deed Book 1084 at page 530.

At the time of the execution of the Deed of Trust, this property was reported to have a mailing address of 508 Highland Avenue, Princeton, WV 24740.

AND BEING the same real estate which was conveyed to Elizabeth Lowman and Kenneth Skerko, by Deed dated March 18, 2025, from Tanda E. Southern, and recorded in the Office of the Clerk of the County Commission of Mercer County, West Virginia, in Deed Book 1147 at Page 452.

The above-described property will be sold subject to any covenants, restrictions, easements, leases and conditions of record, and subject to any unpaid real estate taxes.
The subject property will be sold in "AS IS" condition. The Substitute Trustee shall be under no duty to cause any existing tenant or person occupying the subject property to vacate said property.
