WEST VIRGINIA PARKWAYS AUTHORITY ADVERTISEMENT FOR PROPOSALS Sealed proposals will be received by the West Virginia Parkways Authority for: CONTRACT BFR-1-17 WEST VIRGINIA TURNPIKE BRIDGE AND FACILITY RETROFIT I-77 MILE 9-95 MERCER, RALEIGH, FAYETTE AND KANAWHA COUNTIES This contract is located in Mercer, Raleigh, Fayette and Kanawha Counties. Prospective bidders shall be multi-disciplined General Contractors with on-staff and currently employed Construction Superintendents who have supervised and completed work similar to that outlined herein. Contractor’s annual tasks will include but not be limited to: Bridges – Retrofit, repairs and/or preventive maintenance to all concrete and steel elements in the WVPA Inventory Roadways – Repair damaged concrete barrier walls and damaged or deteriorated toll plaza slabs Facilities – Construction, retrofit, repairs and/or preventive maintenance to all structures in the WVPA Inventory Drainage – Retrofit, repairs and/or preventive maintenance to all concrete and steel elements in the WVPA Inventory Traffic Control – Contractor to provide all MOT in accordance with Section 636 and to have a certified traffic technician, flaggers and traffic director for all mainline closures An estimated budget will be prepared annually before the start of the fiscal year. The West Virginia Parkways Authority may not be obligated to use any set amount of work by the contractor. Payment will be made on a cost-plus basis for materials and unit bid prices for labor and equipment. All work shall be done in accordance with and prospective bidders must comply with the requirements of the current West Virginia Department of Transportation, Division of Highways Standard Specifications for Roads and Bridges, and Supplemental Specifications, except as modified by the Contract Documents, Special Provisions, and Plans. This is a one year contract that can be extended on an annual basis at the sole discretion of the West Virginia Parkways Authority and mutual agreement between the Authority and Contractor for up to two additional one-year periods. Prospective bidders must attend the mandatory pre-bid conference to be held at West Virginia Parkways Authority’s Headquarters at 10:00 a.m. on May 25, 2016. Bids will not be accepted from Contractors who do not attend the pre-bid conference. Attendees must be full time employees of the Contractor. Proposals will be received at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia until 3:00 p.m., June 2, 2016 at which time and place said proposals will be publicly opened and read. If proposals are to be mailed via the U.S. Postal Service regular mail, they must be addressed to the West Virginia Parkways Authority, PO Box 1469, Charleston, WV 25325. This mail is picked up by the Authority once a day between 7:00 a.m. and 8:00 a.m.. However, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc., must be sent to the West Virginia Parkways Authority, 3310 Piedmont Road, Charleston, WV 25306. It shall be the bidder’s responsibility to determine his transmittal method such that his bid will arrive in the Authority’s office prior to the scheduled bid opening. Bids received in the Authority’s office after the scheduled opening will be returned to the bidder unopened. Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Proposals must be made upon the forms furnished by the Authority in the manner designated in the specifications, and must be enclosed in sealed envelopes bearing the name and address of the bidder and the number of the contract on the outside, and must be accompanied by a CASHIER’S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered at the place designated above on or before the day and hour named. The successful bidder shall execute and deliver to the Authority a contract bond in the amount of $1,600,000. Pursuant to Bureau of Employment Programs (BEP) Rule 96 C.S.R.1 Implementation Rule dated June 30, 2000, Contractors requesting plans must furnish their FEIN Number, company name and any name they are doing business as. Firms listed in the BEP Default Directory will not be issued Bidding Documents. The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
