TOWN OF UNION MONROE COUNTY, WEST VIRGINIA UTC WATERLINE EXTENSION CONTRACT 1 – WATERLINE EXTENSION AND CONTRACT 2 – PROPOSED WATER TANKS THRASHER PROJECT # 101-010-0916 ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Contract 1 – Waterline Extension and Contract 2 – Proposed Water Tanks will be received, by the Town of Union, at the office of the Town, located at 10 Pump Street, Union, WV 24983, Monroe County, West Virginia until 2:00 p.m. local time on September 15, 2016, at which time the Bids received will be publicly opened and read. The approximate quantities of work to be bid upon are described as follows: Contract 1 – 950 LF 12″ Waterline, 11,800 lf 8″ Waterline, 1 LS 2″ Master Meter Installation with 8″ Detector Check and Double Check, 11 EA Valves, 40 LF 8″ Road Bore, 200 LF Pavement Replacement, 40 LF Stream Crossing, 20 LF Road Crossing, 3 EA Fire Hydrants, 1 LS Telemetry System, 1 LS Mobilization. Contract 2 – One 100,000 gallon water storage tank and one 293,000 gallon water storage tank. The Work will be substantially completed within 270 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 300 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day. The Issuing Office for the Bidding Documents is: The Thrasher Group, Inc., 155 Blue Angel Lane, Beaver, WV 25813. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $50.00 per set. Amounts paid are not subject to refund. Contract # 2 Bidding Documents issued as hard copy drawings and hard copy specifications are available for $150.00 per set. Bidding Documents issued as hard copy drawings and digital Specifications on a C.D., are available for $75.00 per set. Partial sets of Bidding Documents will not be available from the Issuing Office. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract # 1 – Waterline Extension Or Bid on Contract # 2 – Proposed Water Tanks Received by the Town of Union Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to town of Union in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with West Virginia Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section c21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Town of Union reserves the right to reject any and all bids. A pre-bid conference will be held at 10:00 a.m. local time on August 31, 2016 at the Town Office located at 10 Pump Street, Union, WV 24983. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
