APPRAISAL AND REVIEW
APPRAISAL SERVICES

The Raleigh County Commission, Raleigh County, West Virginia is in the process of obtaining professional services necessary to complete construction of the Clear Fork Rail Trail project, which will develop a traditional rail trail along an approximately fifteen-mile abandoned rail line running from Jarrolds Valley Junction near the intersection of Route 3 and Route 1 just outside of Whitesville, West Virginia, to a mine near Clear Creek in Raleigh County. These services include appraiser and review appraiser. The selected consultants will work closely with the project team.
Procurement of said services shall be in accordance with 24 CFR Part 85.36(d)(3). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner.
The object of the competitive process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily.
If interested in providing any of these services, please submit an expression of interest that outlines your previous experience and staffing capabilities and references along with any other pertinent information you wish to include. Please include an original and three (3) copies of all requested information to:

Attention is directed to the fact that the project is to be undertaken through grants from the WV Department of Environmental Protection Abandoned Mine Lands (AML) Pilot Program. All work will be performed in accordance with the regulations issued by the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.
The Raleigh County Commission will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.
These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Raleigh County Commission, price and other factors considered including familiarity and expertise with this type of project.
The Raleigh County Commission reserves the right to accept or reject any and/or all proposals. The Raleigh County Commission also reserves the right to negotiate the fee for services.
