Sealed proposals will be received by the West Virginia Parkways Authority for:
PAVEMENT STRIPING AND
MARKING CONTRACT PM-19
Please be advised that there have been revisions made to the standard bid documents on page 9. For the bid to be considered, the Contractor must sign this sheet and include as part of the bid package per special provision 102.2.
The Contractor will manage and perform all pavement striping and marking maintenance activities associated with Roadway Pavement for 5 years from the contract execution date. Pavement striping and markings are defined as all traffic stripes and pavement marking symbols (stop bars, arrows, messages, gore areas, etc.).
The West Virginia Turnpike is an 88-mile long Toll Road extending from Charleston to Princeton, West Virginia. The Project begins at a point in Mercer County immediately north of the structure carrying US Route 460 over the Interstate Roadways and extends to the North abutment of the Interstate Route 77 Bridge over Penn-Central Railroad tracks and Campbells Creek near US Route 60 in Kanawha County including all bridges, roadways, interchange ramps to their point of connecting to the State Highway including those connecting to the north side of the aforementioned US Route 460 and the ramps connecting to US 60 in Kanawha County to the north abutment of the interchange ramp bridge over said Penn-Central Railroad tracks, said north abutments being the abutments on the north side of said tracks.
Included is the I-64 interchange and Corridor “L” (US 19) Interchange from the Turnpike to the Maintenance Crossover immediately east of these interchanges.
The scope of this project includes the application of all components of the pavement striping and markings currently maintained by the Authority within, or associated with, the Turnpike road right-of-ways, excluding pavement striping and markings on off-system connecting roads but including all interchanges and ramps to the point at which ramp terminates or as otherwise shown by the Authority through supplemental description, and all Rest Areas, Service Areas and Weigh Stations pavement striping and markings.
All work under this contract shall end 5 years (1,825 days) after the contract is executed. The Contract may be extended for two (2) additional five-year periods by mutual consent of both parties. The Authority intends to exercise this option if the Contractor has adequately met specifications and performed quality work in all aspects of the contract.
Proposals will be received at the office of the West Virginia Parkways Authority, Administration Building, Charleston, West Virginia until 3:00 p.m., February 28, 2019 at which time and place said proposals will be publicly opened and read. If proposals are to be mailed via the U.S. Postal Service regular mail, they must be addressed to the West Virginia Parkways Authority, PO Box 1469, Charleston, WV 25325. This mail is picked up by the Authority once a day between 7:00 a.m. and 8:00 a.m. However, Express Mail One Day Service, Federal Express, United Parcel Service (UPS), etc., must be sent to the West Virginia Parkways Authority, 3310 Piedmont Road, Charleston, WV 25306. It shall be the bidder’s responsibility to determine his transmittal method such that his bid will arrive in the Authority’s office prior to the scheduled bid opening. Bids received in the Authority’s office after the scheduled opening will be returned to the bidder unopened.
Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Proposals must be made upon the forms furnished by the Authority in the manner designated in the specifications, and must be enclosed in sealed envelopes bearing the name and address of the bidder and the number of the contract on the outside, and must be accompanied by a CASHIER’S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered at the place designated above on or before the day and hour named.
Pursuant to Bureau of Employment Programs (BEP) Rule 96 C.S.R. 1 Implementation Rule dated June 30, 2000, Contractors requesting plans must furnish their FEIN Number, company name and any name they are doing business as. Firms listed in the BEP Default Directory will not be issued Bidding Documents.
The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
