AIR QUALITY PERMIT NOTICE Notice of Application:Notice is given that the Rust-Oleum Corporation has applied to the West Virginia Department of Environmental Protection, Division of Air Quality for a Class II Administrative Update for a paint product blending and repackaging facility located on Ohio River Road in Lesage,Cabell County, West Virginia. The latitude and longitude coordinates for the facility are: 38.557323N; -82.284319W.The applicant isrequestingthe modification of twostorage tanks and a FillingLine fill heads to accommodate the introduction of 2 new raw materials in order to manufacture 2 new products at the facility.This modification is expected to increase actual facility volatile organic compounds (VOC)emissions by approximately1.6 tpy, of which approximately 392 lb/yr (0.19 tpy) will be hazardous air pollutants (HAPs). The emissions for particulate matter (PM) and PM10 are expected to increase by2.6 and 2.0 tpy respectively. The applicant is not requesting an increase in its current permitted PTEfor VOCs.Startup of operationof all componentsis planned to begin on or about the 15thof October, 2019.
