NOTICE OF SOLID WASTE DISPOSAL RATE INCREASE INCLUDING INTERIM RATE

On September 3, 2019, the Mercer County Solid Waste Authority (MCSWA) applied for an increase to its minimum charge applicable to the walkup customers at its facility. Specifically, MCSWA requested a minimum charge of five dollars for disposing of up to 200 pounds of waste. Commission Staff recommended that the Commission approve the minimum fee for the first 213 pounds received on both an interim and final basis.
On the recommendation of Staff, the Commission approved the emergency interim rate increase to five dollars for the first the 213 pounds received. The general tonnage rate remains unchanged.
This interim rate increase is applicable to all MCSWA walkup customers. The interim rate is subject to refund if the Commission subsequently determines that the interim rate is not cost justified. Customers may review the specific interim rate change online or at the MCSWA facility. The rate is an interim rate only and may be increased, decreased or left unchanged at the conclusion of this proceeding. Staff, however, recommended that the Commission adopt the interim rate as the final minimum rate.
Anyone desiring to protest the changed rate must do so in writing within ten days of the date of publication of this notice. All protests may be filed online through the Commission website using the “Submit a Comment” link or may be mailed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, 201 Brooks St., Charleston, West Virginia 25323, or hand-delivered to the Public Service Commission. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rate should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the written protest. If no hearing is demanded, the Commission may adopt the proposed rate without hearing.
