AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Mountain State Carbon, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a 45 CSR 13 (Regulation 13) Construction and Title V (45CSR30) modification permit to increase the volume of coke oven gas routed to the Excess COG Flare from the facility located on 1851 Main Street, Follansbee in Brooke County, West Virginia. The UTM coordinates are: UTM Easting 533.26 km; UTM Northing 4466.42 km in Zone 17.
The requested increase is not a major modification under WV DEP, DAQ or US EPA rules, the applicant has determined emissions increases from the proposed project to be less than 10 tons per year (tpy) PM10/PM2.5; less than 40 tpy NOx,SO2, and VOCs; less than 100 tpy CO; and less than 75,000 tpy carbon dioxide equivalents.
The proposed operation under this permit is planned to begin in 2020. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
