Notice of Application
Notice is given that ND Fairmont LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Construction Permit for a de-inked market pulp mill located on 702 AFR Drive, Fairmont, in Marion County, West Virginia. The latitude and longitude coordinates are: 80.12393 W, 39.51725 N.
The applicant estimates the increased potential to discharge the following Regulated Air Pollutants will be:
Particulate matter (PM)_ = 65.19 tons per year (tpy)
PM10 (filterable and condensable) = 72.78 tpy
PM2.5 (filterable and condensable) = 39.59 tpy
Nitrogen oxide = 241.83 tpy
Sulfur dioxide = 247.33 tpy
Carbon monoxide = 189.06 tpy
Volatile organic compounds = 83.94 tpy
Lead = 8.79E-02 tpy
Carbon dioxide = 120,851 tpy
Carbon dioxide equivalent = 122,055 tpy
Startup of operation is planned to begin on or about the 1 day of April, 2023. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
