NOTICE OF REQUEST
FOR EXPRESSION OF INTEREST FOR LIGHT INDUSTRIAL OR SMALL MANUFACTURING TENANT AT A BUSINESS DEVELOPMENT PARK IN ST. MARY’S, WV

The Pleasants County Development Authority (“Authority”) is developing a business park to enhance and create economic development activity at the site of the former St. Mary’s High School (the “Business Park”) and plans to design and construct buildings suitable for light industrial or small manufacturing operations, and the Authority wishes to lease space in a building to be constructed with federal funds to a light industrial or small manufacturing company and is seeking all expressions of interest for tenants to locate in the business park under development submitted in writing by June 17, 2020. The Business Park also plans to have space for retail operations and/or restaurants.

Business Park Development Project

The Authority is requesting written expressions of interest for light industrial or small manufacturing facilities that are willing to enter a lease agreement and locate at the Business Park. The space to be occupied will be approximately 10,000 square feet and will be connected to utilities. Successful applicants may be required to assist the Authority in completing federal funding applications by providing information relating to its operations, employment, and basic financial information.

The Business Park plans include spaces available for retail operations and/or restaurants. The Authority will also accept written expressions of interest from retail operators and restaurants that are willing to enter a lease agreement and locate at the Business Park.

All businesses interested in locating at the Business Park must submit a written expression of interest detailing the type of business, any required timeframe for locating the business at the Business Park, the number of potential employees, investment that will be made at the site, a brief history of the proprietor’s experience in business, and the reason for locating at the Business Park.

Consideration of expressions of interest received shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. A Lease Agreement shall be negotiated upon acceptance of a proposal and the completion of due diligence. The goal of the competitive procurement process is to give public notice regarding the opportunities at the Business Park and to recruit manufacturing and other businesses to the Business Park to create economic development and secure funding for the construction of buildings and infrastructure at the Business Park. Accordingly, technical qualifications and related prior experience and the ability to demonstrate economic impact will be weighed heavily. Selected respondents may be interviewed.

Attention is directed to the fact that the proposed project may be undertaken through federal and/or state agencies and that all work will be performed in accordance with the regulations issued by these agencies and the State of West Virginia pertaining hereto.

The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.

The Pleasants County Development Authority will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.
