ADVERTISEMENT FOR BIDS
CITY OF SISTERSVILLE
WATER SUPPLY SOURCE &
WATER SYSTEM IMPROVEMENTS PROJECT
Separate sealed Bids for the following installation work
and/or furnishing of materials will be received by the
City of Sistersville, Tyler County, West Virginia, until
11:00 A.M., L.P.T., on September 3, 2020.
Immediately following the scheduled closing time for the
reception of Bids, all Bids which have been submitted in
accordance with all Contract Documents will be publicly
opened and read aloud.
A mandatory Pre-Bid Conference will be held at the
Sistersville Volunteer Fire Department, located at 121
Maple Lane, Sistersville, West Virginia, and will be held
at 10:00 A.M., L.P.T., on August 13, 2020.

Contract Documents may be obtained by contacting S &
S Engineers, Inc. and requesting a free digital copy. A
printed copy of the Contract Documents may also be
obtained upon a non-refundable payment of $150.00.
Bidders wishing to have plans mailed will be charged an
additional $25.00 per contract.
All Bidders must have a current and valid West Virginia
Contractor’s License per Section 21-11-11 of the West
Virginia Code. A copy of the Bidder’s Contractor’s
License must be submitted in the first envelope and all
subcontractors must supply a current and valid
contractor’s license number to the primary Bidder prior
to award.
A five percent (5%) Bid Bond or certified cashier’s check
must accompany all Bids. After Bid opening, a Bidder
may not withdraw his Bid for a period of ninety (90)
days.
The Bid opening procedures shall be a two-envelope
system. The system shall consist of two separate and
distinct envelopes each with proper identification. The
envelopes shall be identified as “Bid Opening
Requirements” (first envelope) and the other as “Bid
Proposal” (second envelope). The first envelope must
be submitted in a sealed envelope containing Bid Bond,
Certificate of Compliance, Power of Attorney and all
other necessary documents as specified in the Bidder’s
Checklist. The second envelope must be a separate
sealed envelope containing the Form of Proposal for the
contract that is being bid.
Both the first envelope and second envelope must have
the following information in the lower left hand corner:

The first envelope will be opened first, and Bid Bond,
Power of Attorney and Certificate of Compliance and
other required documents as listed on the Bidder’s
Checklist will be checked to make sure that all the
documents are in order. If the documents are found to
be in order, the second envelope containing the Bid will
be opened and publicly read aloud. If the documents are
not in order, then the second envelope shall be returned
to the Bidder unopened. At that time, the Engineer will
declare the bidder non-responsive.
The work to be bid upon is generally described as
follows:
Contract No. 2020-01: Water Supply Source & Water System Improvements (Base Bid)
1. Connection to Tyler PSD with a 250 gpm Booster Station.
2. Replacement of approximately 6,000 LF 8″ PVC C900 Class 200.
3. Installation of approximately 2,100 LF ¾” PE for ser vice connections.
4. Approximately 115 Re-Connections to Existing Water Service line.
5. 33 Connections to Existing Water System.
6. Installation of approximately 32 gate valves.
7. Replacement of approximately 12 fire hydrants.
8. Approximately 5,000 LF of Type A Trench
Replacement.
9. Approximately 1,100 LF of Type B Trench
Replacement.
10. Approximately 130 LF of 16″ steel casing pipe open cut.
11. Approximately 45 LF of 16″ steel casing pipe bore and jack.
Contract No. 2020-01: Additive Alternate A
1. Replacement of approximately 1,600 LF of 12″ PVC C900 Class 200.
2. Replacement of approximately 1,200 LF of 8″ PVC C900 Class 200.
3. Replacement of approximately 2,300 LF 6″ PVC C900 Class 200.
4. Installation of approximately 1,300 LF ¾” PE for ser vice connections.
5. Approximately 65 Re-Connections to Existing Water Service line.
6. 22 Connections to Existing Water System.
7. Installation of approximately 20 gate valves.
8. Replacement of approximately 3 fire hydrants.
9. Approximately 400 LF of Type A Trench
Replacement.
10. Approximately 3,500 LF of Type B Trench
Replacement.
Prospective Bidders are advised that the contract
awarded under this Advertisement for Bids is to be
funded in whole or in part by the State of West Virginia,
Infrastructure and Jobs Development Council. Neither
the State of West Virginia or the United States nor any
of its departments, agencies, or employees is or will be
a party to this Advertisement for Bids or any resulting
contract.
Bidders must comply with the President’s Executive
Order Nos. 11246 and 11375, which prohibit
discrimination in employment regarding race, creed,
color, sex or national origin. Bidders must comply with
Title VI of the Civil Rights Act of 1964, the Anti-Kickback
Act, Section 3 Segregated Facilities, Section 109, and
the Contract Work Hours Standard Act.
SUSPENSION AND DEBARMENT
Recipient shall not entertain the use of a business with a
registration at www.sam.gov showing exclusions, in
accordance with 2 CFR Part 1532 and Subpart B and C
of 2 CFR Part 180.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the
President’s Executive Order No. 11246. The
requirements for bidders and contractors under this
order are explained in the specifications.
The City of Sistersville will consider informal any bid not
prepared and submitted in accordance with the
provisions hereof and reserves the right to reject any
and/or all Bids.
