NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT R2200475 Response Deadline: 3:00 p.m., LPT, Monday, August 30, 2021 Marshall University intends to waive the solicitation process and approve a single source to purchase a QX200 AutoDG Droplet Digital PCR System and includes these accessories: PX1 PCR Plate Sealer, C1000 Touch Thermal Cycler with 96-Deep Well Reaction Module, ddPCR Droplet Reader Oil, ddPCR 96-Well Plates, PCR Plate Heat Seal, DG32 Automated Droplet Generator Cartridges, Automated Droplet Generation Oil for Probes, Pipet Tips for the AutoDG System, Pipet Tip Waste Bins, One-Step RT-ddPCR Advanced Kit for Probes, and ddPCR Buffer Control for Probes. The University has determined this equipment fits our needs. Justification: The University has determined the QX200 AutoDG Droplet Digital PCR System has many unique features that are essential to the University’s program. Those features include the following: 1. Provides absolute quantification of target DNA or RNA molecules for EvaGreen and probe-based Droplet Digital PCR (ddPCR) applications 2. Simplifies the ddPCR workflow, making digital PCR both scalable and practical 3. Eliminates user-to-user variability, allowing you to fully exploit the precision of ddPCR technology 4. Minimizes hands-on 5. Generates droplets for 96 ddPCR reactions in under 45 minutes 6. Single AutoDG Instrument can supply 4-5 Droplet Readers continuously 7. Nanoliter droplet partitioning – reduces bias from amplification efficiency 8. Cancer biomarker studies and copy number variation – measure varying degrees of cancer mutations, detect rare DNA target copies, and resolve copy number variation states with superior sensitivity and resolution Interested Vendors (firms or individuals) that can sell an “or equal” QX200 AutoDG Droplet Digital PCR System and accessories to the University can respond with an alternate solution that overcomes the single source reasons stated above, along with sufficient, detailed, convincing documentation, regarding their ability to supply equivalent QX200 AutoDG Droplet Digital PCR System. The Vendor’s response must be sent directly to Marshall University Purchasing Agent, Becky Neace, at neace15@marshall. edu and received no later than 3:00 p.m., LPT, Monday, August 30, 2021. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the University. Supporting documentation should include, but is not limited to, QX200 AutoDG Droplet Digital PCR System specifications, available quantities and a comprehensive timeline that include QX200 AutoDG Droplet Digital PCR System importation and upgrades. The University reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial technical and other qualifications and abilities of the responding Vendor. This is not a request for bids or proposals and there is no solicitation available. The University will not consider any responses as a proposal, bid, or quote. Any response received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists. If it is determined by university staff, after reviewing any information received from responding Vendors, that the single source justification stands and the droplet digital system are available only from a single source, the University will waive the solicitation process and award the single source procurement.
