ADVERTISEMENT FOR BIDS Shady Spring Public Service District Post Office Box 235 Beaver, West Virginia 25813 Separate sealed BIDS for the construction of Cool Ridge – Flat Top Sanitary Sewer System Extension (Phase 2A Project) consisting of: CONTRACT No. 3: 2,400 S.F. Wood Frame Administration Building and Site Work will be received by Shady Spring Public Service District at the office of Shady Spring Public Service District until 2:00 p.m. (Local Prevailing Time), May 20, 2015, and then at said office publicly opened and read aloud. A Two Envelope bidding process will be conducted as detailed in the contract documents under “Instructions for Bidders”. Separate Bid Form documents are available for each Contract. All BIDS shall remain open for ninety (90) days. Prospective bidders will be required to use the CONTRACT DOCUMENTS as supplied by the Engineer. Copies of the CONTRACT DOCUMENTS containing Contract can be obtained from the office of the Engineer, Cardno Inc., 200 George Street, Beckley, West Virginia 25801, upon a payment of $200.00. No geotechnical report is available. All contractors must purchase Plans, Specifications and Bid Forms from the Engineer in order to bid. Prospective Bidders are advised that the contract awarded under this Advertisement for bids is to be funded by a loan through the Clean Water State Revolving Fund Program (CWSRF). Neither The United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. Bidders on this work will be required to comply with the President’s Executive Order No. 11246, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Work Hours Standards Act. All Bidders are required to have a West Virginia Contractor’s License per Section c21-11-11 of the West Virginia Code. Recipient shall not entertain the use of businesses that are listed on the “Excluded Parties List System” at www.eplus.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and location in which the Work is to be performed. Successful bidders shall be required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the West Virginia Division of Labor and the federal wages issued in accordance rate for a worker classification, the Contractor will be required to 1) identify the applicable State and Federal wage rate for the worker classification, and 2) select and pay the highest of the wage rates for the worker classification. Wage Rate Decisions are included in the Contract Documents and will be updated as required by addendum prior to bid opening date. Per the requirements of the Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance that the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid. Per the requirements of Public Law (P.L.) 113-76, Consolidated Appropriations Act 2014, any Contractor submitting a bid for this project shall provide a signed American Iron and Steel Certification (AIS) acknowledging that they have read, understand and will comply with the AIS requirements. Failure to submit the Certification shall result in disqualification of the Bid. Compliance with all other applicable federal and state regulations is required. All prospective Bidders are required to attend a Pre-Bid Conference to be held at the Office of Shady Spring Public Service District on May 6, 2015 at 2:00 p.m. for the purpose of discussing the project and touring the project site.
