The City of Fairmont is requesting sealed bids to provide all materials, labor, equipment, supplies and services to replace the roof of the Fire Station Building located at 211 Monroe Street, Fairmont, WV. The project consists of removing and replacing the existing rubber roof with new rubber membrane roofing, installation of insulation, and rebuilding of roof drains. Approximate surface area is 7,761 square feet with protrusion.
All work shall be in accordance with the plans and specifications contained in the bidding documents.
A mandatory Pre-Bid Conference is scheduled for:

The hours of operation of the City are M-F 8:30 a.m. to 4:30 p.m., excluding holidays.
No relief will be provided for a mailed or delivered bid not being received by the prescribed time.
Bids will be publicly opened and read aloud on Monday, March 23, 2015 at 2:30 p.m. at the following location:

Bids should be submitted on the Form of Bid provided.
The project completion date is no later than May 31, 2015 and will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based upon (1) cost, (2) experience with similar historic preservation projects, and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.
Partial funds for this project are through the WV State Historic Preservation Office. All applicable federal, state and local laws, rules, and regulations apply. WV Fair Minimum Wage Rates (Prevailing Wage) apply.
Each Bid and all necessary certifications shall be enclosed in a sealed, self addressed, opaque envelope, clearly marked as follows: Sealed Bid – Fire Station Building Roof Replacement Project.
Bidding documents may be examined at the City of Fairmont, 3rd Floor, 200 Jackson Street, Fairmont, WV 26554.

The City of Fairmont reserves the right to reject any and all Bids, to waive any technicality or informatlities in the bidding, and to accept any bid which it deems advantageous. All bids shall remain subject to acceptance for 90 days after the time set for receiving bids.
Each bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of the City of Fairmont in the amount of not less than five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the total bid.
The successful bidder will be required to furnish payment and performance bonds in the amount of at least one hundred percent (100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the contract price.
All prospective bidders shall be licensed as required by the provision of West Virginia Code 21- 11-2 prior to submitting the bid. The successful bidder shall ensure that all subcontractors are duly licensed to perform work in the City of Fairmont.
Prevailing wages as required by the State of West Virgnia will be required for this project.
The City of Fairmont will accept bids from any or all qualified bidders without regard to race, color, or gender.
