ADVERTISEMENT FOR BIDS The Eastern Wyoming Public Service District, Wyoming County, West Virginia will receive separate sealed bids for the construction of the Bud / Alpoca Water System Upgrade Project as follows: Contract 1- Water Mains and Appurtenances Furnishing all materials, labor, and equipment necessary for the construction and installation of approximately 5,790 LF of 6″ water line, 3,200 LF of 2″ water line, one booster pump station, valves, fire hydrants, and other items and appurtenances as outlined in the Plans and Specifications. Bids shall be submitted on the furnished Bid forms. Bids will be received by Eastern Wyoming Public Service District at its Stephenson Water Treatment Plant on Country Store Road (West Virginia Route 16), Stephenson, WV 25928 until 1:00 p.m., (Local Time) Thursday, June 9, 2016 and then at said location, publicly opened and read aloud. A non-mandatory pre-bid conference will be held at 1:00 p.m. on Tuesday, May 24, 2016 at the District’s Stephenson Water Treatment Plant located at Stephenson, WV. Robinson Engineering Company, (304) 776-7473, upon payment of $100 (non-refundable) for each set. The successful Bidder will be required to furnish a satisfactory Payment Bond and Performance Bond, each for 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the contract amount. “NONDISCRIMI- NATION IN EMPLOYMENT” “Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and “HUD Section 109″ which prohibits discrimination in employment regarding race, creed, color, sex and national origin, and have non-segregated facilities. The requirements for bidders and contractors under this order are explained in the specifications.” The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12. U.S.C. 1701 u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low-and very low-income persons, particularly persons who are the recipients of HUD housing assistance. The parties of this contract agree to comply with HUD’s regulations in 24 CFR Part 135, which implement Section 3. Bidder’s attention is directed to the Section 3 “Clause” set forth in the contract documents. This project is to be funded by a loan from the West Virginia Infrastructure and Jobs Development Council, a grant from the US Army Corps of Engineers and a grant from the West Virginia Development Office, Small Cities Block Grant Program, and shall be referred to as the Bud / Alpoca Water System Upgrade Project. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprise participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code c 21-5A-3 and the Drug-Free Workplace Provisions pursuant to West Virginia Code c 21-1D-5. No Bidder may withdraw their bid for a period of ninety (90) days after the opening. Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission.
