Separate sealed Bids for construction of SEWER SYSTEM IMPROVEMENTS will be received by the Central Boaz Public Service District at their administrative office located at 594 Davisville Road, Davisville, WV 26142 (mailing address: P.O. Box 127, Parkersburg, WV 26102) until May 24. 2017, at 11:00 a.m., local time, and then at said office publicly opened and read aloud.

 

Any contract or contracts awarded under this invitation for bids are expected to be funded by loans from: the West Virginia Department of Environmental Protection State Revolving Fund. Neither the United States, the State of West Virginia nor any of their departments, agencies or employees are or will be a party to this invitation to bid or any resulting contract.

Method of Bidding will be as follows:

 

CONTRACT #1 – WASTEWATER TREATMENT PLANT IMPROVEMENTS: Construction of the Wastewater Treatment Plant and Vacuum Station Upgrades consisting of all work necessary to construct and upgrade an existing Sequencing Batch Reactor (SBR) wastewater treatment plant to a 90,000 gpd continuous flow SBR plant including decommissioning the existing primary treatment facilities and ultraviolet disinfection system, constructing a new primary treatment facilities and sludge holding facilities in the existing concrete basins, new ultraviolet disinfection system, site piping, miscellaneous electrical work, SCADA System, back-up power generator, improvements to the Operations Building, improvements to the Vacuum Station Buildings, landscaping, and other incidental work required for a complete operating wastewater treatment plant. The Contractor shall furnish the SBR equipment by a preapproved manufacturer as a sole source supplier.

 

CONTRACT #2 – CENTRAL SEWER EXTENSION: Unit price contract to construct 1,986 LF of 8ã gravity main line, 1,125 LF 6ã gravity main line, 3,010 LF 6ã gravity service line, 2,201 LF 4ã gravity service line, 5,927 LF 4ã pressure force main, 5,068 LF 3ã pressure force main, 3,162 LF 2ã pressure sewer, 16 manholes, 35 VF of manhole riser, 927 LF of highway boring, 60 LF of railroad boring, 28 grinder pumps, 4 duplex grinder pump stations, 30 pressure sewer main line clean outs, 12 electric service drops, 6,025 LF of electrical conduit and wire, and other appurtenances required to build a complete sewer system.

AMERICAN IRON AND STEEL REQUIREMENT

 

P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an âAmerican Iron and Steel (AIS)ã requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.

 

NONDISCRIMINATION IN EMPLOYMENT

 

Bidders on this work will be required to comply with the Presidentás Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.

 

SUSPENSION AND DEBARMENT

 

Recipient shall not entertain the use of businesses that are listed on the âSystem for Award Management (SAM)ã at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.

 

WV Alcohol and Drug Free Workplace Act

 

WEST VIRGINIA CODE 21-1D-5 PROVIDES THAT ANY SOLICITATION FOR A PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT REQUIRES EACH VENDOR THAT SUBMITS A BID FOR THE WORK TO SUBMIT AT THE SAME TIME AN AFFIDAVIT OF COMPLIANCE WITH THE BID. THE ENCLOSED DRUG-FREE WORKPLACE AFFIDAVIT MUST BE SIGNED AND SUBMITTED IN THE FIRST ENVELOPE AS EVIDENCE OF THE VENDORáS COMPLIANCE WITH THE PROVISIONS OF ARTICLE 1D, CHAPTER 21 OF THE WEST VIRGINIA CODE. FAILURE TO SUBMIT THE SIGNED DRUG-FREE WORKPLACE AFFIDAVIT IN THE FIRST ENVELOPE SHALL RESULT IN DISQUALIFICATION OF SUCH BID.

 

Federal Davis Bacon Wages apply to this Contract Bid.

 

A five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) Bid Bond or certified cashierás check must accompany all bids. The Owner reserves the right to reject any or all bids.

 

Each Bidder must submit with his bid, security in the amount, form, and subject to the conditions provided for in the Information for Bidders.

 

There is a mandatory pre-bid conference scheduled for May 9, 2017 at 10:00 a.m. at the Central Boaz PSD office at 594 Davisville Road, Davisville, WV 26142.

 

No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
