TAX INCREMENT FINANCING (TIF) INFRASTRUCTURE PROJECT

FOR

EMERSON COMMONS, LLC

WOOD COUNTY, WV

 

Sealed bids will be received by Emerson Commons, LLC, for a Tax Increment Financing (TIF) Infrastructure Project until June 26, 2017 at 9:30 AM at the Wood County Commission Office, #1 Court Square, Suite 203, Parkersburg, WV 26101 at which time bids will be publicly opened and read aloud (Approximately 10:00 AM) during the regularly scheduled County Commission Meeting.

 

Construction time limit is (150) calendar days with liquidated damages of one thousand dollars ($1,000.00) per day.

 

Tax Increment Financing (TIF) Infrastructure Project – This project will consist of approximately two-hundred forty-one thousand (241,000) cubic yards of earthwork with topsoil stripping; three thousand six hundred thirty (3,630) feet of new roadway with associated shoulders, guardrail, signage and striping; six thousand sixty (6,060) feet of new PVC waterlines; five hundred forty-five (545) feet of ductile iron sanitary sewer pipe; one thousand three hundred (1,300) feet of PVC sanitary sewer pipe, 8 sanitary sewer manholes; two thousand one hundred twenty (2,120) feet of HDPE storm sewer pipe, 5 storm inlets, and 5 storm manholes; seventeen (17) P3-1 light poles with electrical conduit and junction boxes; erosion and sediment control measures; and all related appurtenances. Contract Documents, Plans and Specifications may be obtained at Civil & Environmental Consultants, Inc. ­ 600 Marketplace Ave ­ Suite 200, Bridgeport, WV 26330 upon a non­refundable payment of THREE HUNDRED ($300.00) DOLLARS beginning on Wednesday, May 31, 2017, at 8:00 AM. A mandatory pre-bid meeting will be held on June 8, 2017, at 10:00 AM, at the Sleep Inn & Suites meeting room, 97 Emerson Commons Blvd., Parkersburg, WV 26104.

 

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain all documents as required on the Bid Opening Checklist.  Envelope No. 2 must be a separate sealed envelope marked âBid Proposalã and must contain the completed and signed âBid Proposal Formã. Both envelopes must have the following information in the lower left hand corner.

 

Name and address of Bidder, Bidder’s WV Contractor’s License Number, âBid on Tax Increment Financing Infrastructure Project, for Emerson Commons, LLC, 101 Wyndham Knob, Parkersburg, WV 26104. To be opened June 27, 2017.

 

The main envelope, âEnvelope No. 1ã, will be opened first and the required bid documents as listed on the Bid Opening Checklist, will be checked to ensure that all documents are in order and submitted. If the documents are found to be in order, then âEnvelope No. 2ã containing the âBid Proposal Formã will be opened and publicly read aloud. If the required documents are not in order, the envelope containing the âBid Proposal Formã will not be opened and the Bid will be considered non-responsive and returned to the Bidder.

 

A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Emerson Commons, LLC in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.

 

Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act.

 

Emerson Commons, LLC reserves the right to reject any or all bids, to award the bid to other than the low Bidder, to accept any or all alternatives and, in general, make the award in any manner deemed by it, in its sole discretion to be in the best interest of Emerson Commons, LLC. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
