Sealed Bids for the Taxiway E and Runway 1-28 Rehabilitation will be received by the Raleigh County Airport Authority, at the offices of The Thrasher Group, located at 600 White Oaks Blvd, Bridgeport, Harrison County, West Virginia, until 2:00 pm., L.P.T., on Wednesday, May 13, 2020, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud through live-stream, as social distancing guidelines will be followed. A link for the live-stream of the Bid Opening will be provided via Addendum.
The approximate quantities of Work to be Bid upon is as described as follows:
Repairs to cracks on Runway 10-28 and Taxiway E will account for 18,500 linear feet of crack repair and 350 linear feet of full depth crack repair. Runway 10-28 will have a seal coat applied covering 55,745 square yards with temporary and permanent pavement markings.
The Work will be substantially completed within 60 days after the date when the Contract Times commence to run, and completed and ready for final payment within 75 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day.

Amounts paid are not subject to refund.
A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on Contract Taxiway E and Runway 10-28 Rehabilitation
Received by the Raleigh County Airport Authority
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.
Bids shall be accompanied by a certified check or Bid Bond payable to the Raleigh County Airport Authority an amount equal to five percent (5%) of the base Bid.
Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
The Raleigh County Airport Authority reserves the right to reject any and all Bids.

The Raleigh County Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
