Sealed Bids for Beckley Fire Department Station 3 will be received by the City of Beckley, 409 South Kanawha Street, Beckley, Raleigh County, West Virginia, until 1:30 p.m., LP.T., on Tuesday, March 12, 2019, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.
The approximate quantities of Work to be Bid upon is as described as follows:
1. Construction will include site development, a concrete masonry unit training tower, and a new building to provide administrative space, lodging for personnel, and a garage facility for fire-fighting apparatus. The three-story training tower will be constructed of load bearing concrete masonry walls, steel beams, and pressure treated wood floor system. The tower will have electrical power and lighting, but no mechanical systems, or domestic water supply. Plumbing for a simulated sprinkler system and drainage are required. The single story, 18,425 SF fire station structure will be comprised of steel framing with structural metal stud infill at the exterior. The roof will be metal deck supported by steel beams with rigid insulation and single-ply membrane. Exterior cladding will be face brick and metal panels. Aluminum storefront systems will be utilized for the exterior fenestration while the interior doors will be primarily hollow metal frames with solid core wood doors. Interior partitions will be non-loadbearing metal studs and drywall. Finishes will include painted drywall, carpet tile, LVT, and ceramic tile. Ceilings will be a combination of suspended drywall and acoustic ceilings. The building will include electrical and data systems, lighting, plumbing and HVAC systems.
The Work will be substantially completed by March 31, 2020, with final completion 30 days after Substantial Completion. Liquidated damages shall be $1,000.00 per day.

Complete sets of Bidding Documents may be obtained from the office of The Thrasher Group, Inc., 600 White Oaks Boulevard, PO Box 940, Bridgeport, WV 26330, for the following costs:
— Bidding Documents issued as hard copy drawings and hard copy specifications are available for $100 per set.
— Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $30 per set.
— Bidding Documents issued as digital drawings and digital specifications by email are available at no cost.
Amounts paid are not subject to refund.
A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:

Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.
Bids shall be accompanied by a certified check or Bid Bond payable to the City of Beckley, an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base Bid.
Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
The City of Beckley reserves the right to reject any and all Bids.
A MANDATORY pre-bid conference will be held at the City of Beckley Council Chambers located at 409 South Kanawha Street, Beckley, West Virginia, on Thursday, February 21, 2019, at 10:00 a.m., L.P.T.
