ADVERTISEMENT FOR BIDS

Appalachian Abattoir/Buzz Food Service, hereinafter referred to as the Owner, invites qualified contractors to submit sealed proposals for construction of the Appalachian Abattoir according to Bidding Documents prepared by ZMM, Inc. Architects and Engineers. Clarifying questions are due July 24, 2020 at 4:00 p.m.  Answers will be made available on http://beef.buzz/content/bid-opportunities and emailed out to all pre-bid attendees. Sealed proposals must be submitted to the Buzz Food Service Office by 2:00 p.m. on August 5, 2020 and must be addressed as follows:

Bidding Documents can be obtained by one of the following methods:

  1. Prime Contract Bidders only may contact ZMM, Inc. Architects and Engineers at (304) 342-0159 and request information to access the firm’s online F.T.P. site for the Appalachian Abattoir Once access is gained, Bidders can download Bidding Documents in the form of PDF files at no charge. Requests for access to documents must be made by telephone, and those requests received through mail, email, fax transmission, or other online communications will not receive a response.
  2. Hard Copies may be obtained from Charleston Blueprint (304-343-1063) by General Contractors, Subcontractors, material suppliers and dealers by paying the actual cost of printing, binding and mailing; however such cost is not refundable.

 

The Bidder remains solely responsible for ensuring that its Proposal is received before the date and time due. Late proposals will be returned unopened/unread (see below).  Please include the cost proposal and fee structure on its own page.

 

Notes: All submissions MUST be delivered by the deadline or the submission may be considered late and disqualified. Buzz reserves the right to reject any and all proposals with or without cause, and to accept proposals which it considers most favorable.

 

All proposal amounts shall be guaranteed for not less than sixty (60) days after the proposal submittal deadline date.

No proposal may be withdrawn within a period of sixty (60) days after the bid opening date.

Bids shall be accompanied by a certified check or bid bond payable to Buzz Food Service in an amount not less than five percent (5%) of the base bid.

The Bidder must submit Two (2) hard copies and one (1) electronic copy, on a CD or USB flash drive, of the proposal to the address listed above. All Proposals must comply with the specifications and guidelines provided in the Bidding Documents.

The Owner is an EEO/AA, M/F, and V/H Employer. Qualified women, veterans, minority and handicapped individuals are strongly encouraged to submit proposals.

There will be a Pre-Bid Conference conducted at 10:00 a.m. on July 13, 2020 at the project site, address 4818 Kanawha Blvd. East, Charleston WV. Attendance is required for all prime contract bidders. Failure to attend this conferenced will result in disqualification of bidder.

A Public Bid Opening will be held at 2:00 p.m. on August 5, 2020, at Buzz Food Service 4818 Kanawha Blvd. East, Charleston WV. This meeting will be open to the public.

Unsuccessful Bidders will be notified in writing as soon as possible. Bidding Documents will be made available to Bidders via Buzz website, http://beef.buzz/content/bid-opportunities starting June 29, 2020.

Any objections to published specifications and or clarifying questions must be filed in written form with the Owner on or before July 24, 2020 at 4:00 p.m.

The Owner reserves the right to reject any or all bids, the right to waive minor informalities and procedure bidding, and the right to withhold final award of contract for 60 days after opening bids.

Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by Buzz Food Service and the West Virginia Department of Environmental Protection – Office of Abandoned Mine Lands and Reclamation Economic Development Pilot Program.

Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.  Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109, Act, the Contract Work Hours Standard Act and the “Buy American Act,” which will be discussed at the Pre-Bid conference and in the addendum.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin.  Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project.  Minority firms are particularly encouraged to participate.

USE OF MINORITY, WOMEN’S AND SMALL BUSINESS ENTERPRISES

Should the Contractor intend to sublet a portion of the work on this project, it shall seek out and consider minority, women and small business enterprises as potential subcontractors.  The Contractor shall contact minority, women’s and small businesses to solicit their interest, capability, and prices, and shall retain proper documentation to substantiate such contacts.

The Contractor will sign and provide the Minority, Women’s and Small Business Affirmative Action Certification to DEP along with the name(s) of any subcontractor(s) it submits for approval.

All bids shall also be accompanied by an executed Drug Free Workplace Certification, and a valid WV Contractors License.
