Sealed Bids for the Raleigh County Airport Authority, Taxiway A Reconstruction will be received by the Raleigh County Airport Authority, located at 176 Airport Circle, Beaver, Raleigh County, West Virginia, until 2:00 p.m., L.P.T., on Thursday June 27, 2019, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.
The approximate quantities of Work to be Bid upon is as described as follows:
The proposed project will consist of a full depth pavement replacement for a section of Taxiway A and will include 6800 cy unclassified excavation, 2500 CY of uncrushed aggregate base course, 3100 CY of crushed aggregate base course, 2700 TN of asphalt, airfield enhancement markings, and removal of Taxiway F.
The Work will be substantially completed within 75 days after the date when the Contract Times commence to run, and completed and ready for final payment within 90 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day.
A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:

Bid on: Taxiway A Reconstruction
Received by the: Raleigh County Airport Authority
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

Complete sets of Bidding Documents may be obtained from the office of The Thrasher Group, Inc., 600 White Oaks Boulevard, PO Box 940, Bridgeport, WV 26330, for the following costs:
— Bidding Documents issued as digital drawings and digital specifications as a link are available at no cost.
— Bidding Documents issued as hard copies of drawings and specifications are available for $25 per set.
A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.
Bids shall be accompanied by a certified check or Bid Bond payable to the Raleigh County Airport Authority, an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base Bid.
Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
The Raleigh County Airport Authority reserves the right to reject any and all Bids.
A pre-bid conference will be held at the Raleigh County Airport, 176 Airport Circle, Beaver, Raleigh County, West Virginia, on Thursday June 13, 2019 10:30 a.m., L.P.T.
The Raleigh County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, [select disadvantaged business enterprises or airport concession disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
