Separate sealed BIDS for the construction of Pluto / Fire Trail Sanitary Sewer System Extension Project consisting of: CONTRACT No. 1: Construction of a conventional gravity and grinder pump pressure sewer system to serve the community of Shady Spring in Raleigh County. Work tasks include, but not limited to: 3,700 L.F. 1 1/2-inch diameter pressure sewer piping, 800 L.F. 2-inch diameter pressure sewer piping, 720 L.F. 3-inch diameter force main piping, 4,200 L.F. 4-inch diameter force main piping, 2,970 L.F. 4-inch diameter gravity sewer piping, 4,400 L.F. 6-inch diameter gravity sewer piping, 15,269 L.F. 8-inch gravity sewer piping, 4 air release valves, 27 grinder pumps, 12 gravity sewer cleanouts, 115 manholes, one (1) 4 hp pump station, one (1) 10 hp pump station, one (1) 17 hp pump station, 3 emergency generators, and 3 jib cranes. CONTRACT No. 2: 6,400 L.F. 1 1/2-inch diameter pressure sewer piping, 5,100 L.F. 2-inch diameter pressure sewer piping, 1,100 L.F. 3-inch diameter pressure sewer piping, 3,400 L.F. 4-inch diameter force main piping, 100 L.F. 4-inch gravity sewer piping, 820 L.F. 6-inch gravity sewer piping, 1,030 L.F. 8-inch gravity sewer piping, 4 air release valves, 47 grinder pumps, 3 gravity sewer cleanouts, 8 manholes, 7 flushing connections, one (1) 11 hp pump station, 1 emergency generator, 1 jib crane, and a belt filter press at the Flat Top WWTP will be received by Shady Spring Public Service District at the office of Shady Spring Public Service District until 2:00 p.m. (Local Prevailing Time), July 10, 2019 and then at said office publicly opened and read aloud. A Two Envelope bidding process will be conducted as detailed in the contract documents under “Instructions for Bidders”. Separate Bid Form documents are available for each Contract. All BIDS shall remain open for ninety (90) days.

Prospective bidders will be required to use the CONTRACT DOCUMENTS as supplied by the Engineer. Copies of the CONTRACT DOCUMENTS containing Contract can be obtained from the office of the Engineer, Cardno, Inc., 534 Industrial Park Road, Bluefield, Virginia 24605, upon a payment of $455.00 for each full size paper Contract Set or on compact disc at no charge. No geotechnical report is available.
All contractors must purchase Plans, Specifications and Bid Forms from the Engineer in order to bid.
A five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) Bid Bond or certified cashier’s check must accompany all Bids.
Prospective Bidders are advised that the contract awarded under this advertisement for Bids is to be funded by a loan through the Clean Water State Revolving Fund Program (CWSRF). Neither The United State nor any of its departments, agencies or employees is or will be party to this Advertisement for Bids or any resulting contract.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246, which prohibits discrimination in employment regarding race, creed, color, sex or national origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon act, the Anti-Kickback Act and the Contract Work Hours Standards Act.
All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code.
Recipient shall not entertain the use of businesses that are listed on the “Excluded Parties List System” at www.eplus.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he / she has a Contractor’s License from the State of West Virginia and meets all the qualifications required by the statutes of the state and location in which the Work is to be performed.
Successful bidders shall be required to comply with all laws pertaining to the federal wages issued in accordance rate for a worker classification, the Contractor will be required to 1) identify the applicable Federal wage rate for the worker classification, and 2) select and pay the highest of the wage rates for the worker classification. Wage Rate Decisions are included in the Contract Documents and will be updated as required by addendum prior to bid opening date.
Per the requirements of the Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance with the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid.
Per the requirements of Public Law (P.L.) 113-76, Consolidated Appropriations Act, 2014, any Contractor submitting a bid for this project shall provide a signed American Iron and Street Certifications (AIS) acknowledging that they have read, understand, and will comply with the AIS requirements. Failure to submit the Certification shall result in disqualification of the Bid.
“Suspension and Debarment – Recipient shall not entertain the use of businesses that are listed on the System for Award and Management (SAM) at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.”
Compliance with all other applicable federal and state regulations is required.
All prospective Bidders are required to attend a Pre-Bid Conference to be held at the Office of Shady Spring Public Service District on June 21, 2019 at 2:00 p.m. for the purpose of discussing the project and touring the project site.
