WEST VIRGINIA
DIVISION OF NATURAL RESOURCES
CACAPON RESORT STATE PARK
MOUNTAIN BIKE TRAILS – PHASE II
Sealed bids will be received by the West Virginia Division of Natural Resources (WVDNR) for the construction of mountain bike trails as part of Phase II improvements at Cacapon Resort State Park, Morgan County, West Virginia. The work is divided into three separate contracts:
• Backcountry Contract
• Technical Trail Contract
• Lowlands Contract
Interested contractors may submit bids for one or more of the above contracts.
MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid meeting for all interested bidders will be held on Thursday, June 26, 2025, at the Cacapon Resort State Park Conference Room, located at 818 Cacapon Lodge Drive, Berkeley Springs, WV 25411, at the following times:
• 10:00 AM – Backcountry Contract
• 11:00 AM – Technical Trail Contract
• 12:00 PM – Lowlands Contract
A site walk of the project area will follow the final meeting, beginning at approximately 1:00 PM. The site walk is not mandatory but strongly encouraged for all bidders.
PLANS, SPECIFICATIONS, AND BID FORMS:
All plans, technical specifications, bid forms, and additional instructions to bidders are available on the WVOASIS Vendor Self-Service (VSS) website: https://www.wvoasis.gov.
Contractors must be registered in WVOASIS to access bidding documents and submit bids.

All bids must be submitted in accordance with the instructions provided on WVOASIS. Late submissions will not be considered.
CONTRACTOR QUALIFICATIONS:
Contractors must demonstrate a minimum of three (3) years of experience in the construction of mountain bike trails similar in scope to those described in the bidding documents. Proof of relevant project experience and references may be requested prior to the award. Bidders without verifiable mountain bike trail construction experience will not be considered qualified.
This project is subject to Davis-Bacon wage rates and federal contracting requirements, as it is partially funded by the U.S. Department of Commerce – Economic Development Administration (EDA Award Number: 01-79-15230).
WVDNR reserves the right to reject any or all bids and to waive irregularities in the bidding.
