AIR QUALITY PERMIT NOTICE

 

Notice of Intent to Approve

 

On October 19 2017, Pleasants Energy, LLC applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a natural gas fired electric peaking  facility located along State Route 2, near Waverly but in Pleasants County, WV at latitude 39.3330 and longitude -81.3636. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of its preliminary determination to issue the permit as R14-0034A.

 

The following potential emissions will be authorized by this permit action: Particulate Matter less than 10 microns, 83.5 tons per year (TPY); Particulate Matter less than 2.5 microns, 83.5 (TPY); Particulate Matter, 83.5 TPY; Sulfur Dioxide, 13.81 TPY; Oxides of Nitrogen, 465.8 TPY; Carbon Monoxide, 477.4 TPY; Volatile Organic Compounds, 21.0 TPY; H2SO4, 2.1 TPY; Lead, 0.01 TPY; Total HAPs, 5.29 TPY; Greenhouse Gases (CO2e basis) 1,140,748 TPY.

 

The West Virginia Department of Environmental Protection and USEPA regulations require that all pollutants that will be increased âsignificantlyã (as defined within 45CSR14) from a proposed modification of a major source be controlled by âbest available control technologyã (as defined within 45CSR14), that emissions of all regulated air pollutants shall not cause or contribute to violations of either the primary or secondary national air quality standards (NAAQS) nor any Class 1 or Class 2 air quality increments applicable in the area where the source is to be located, or elsewhere; and the pollutant emissions from the proposed source must not adversely impact upon soils, vegetation, and visibility in the vicinity of the proposed plant site. A preliminary evaluation by the WV DAQ of the information submitted by Pleasants Energy, LLC indicates that the proposed construction will meet all applicable state and federal air quality requirements including those stated above. Based upon this finding, the WV DAQ has made a preliminary determination to approve the application and issue permit R14-0034A for the modification and operation of the facility.

 

The following are the results of the ambient air quality modeling analysis:

 

The modeling indicated that only the 1 hour standard for NO2 and 24 hour standard for PM2.5 were âsignificantã thereby requiring the applicant to proceed to the next stage of the modeling process for those pollutants. This stage showed that, although the maximum modeled concentration in the form of the standard for each scenario exceeds the NAAQS, Pleasants Energy, LLCás contribution is less than the Significant Impact Limit (SIL) paired in time and space.

 

Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Monday, March 12, 2018. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate.

 

The purpose of the DAQás permitting process is to make a preliminary determination if the proposed modification will meet all State and Federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit. All such comments will become part of the public record.
