Notice is given that A.L.L. Construction, Inc. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Registration for a rock crushing and screening facility to be located at commercial development sites in two separate counties. The first site is located off Route 9 near Shenandoah Junction in Jefferson County, West Virginia and the facility coordinates are as follows:  Longitude ­-77.875250 Latitude 39.373050. The second site is located off Interstate I-77 near Minerals Wells in Wood County, West Virginia and the facility coordinates are as follows: Longitude ­81.548458 Latitude 39.222228.

 

The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: particulate matter baseline emissions of 12 tons per year, point source emissions particulate matter less than 10 microns total of 5 tons per year, and controlled facility emissions total of 72 tons per year. The controlled facility emissions total for particulate matter less than ten microns is 23 tons per year.

 

The applicant estimates the potential to discharge the following Regulated Air Pollutants from the diesel combustion engines will be: uncontrolled criteria pollutants for the engine is estimated to be: NOx 11.284 tons per year, CO 2.431 tons per year, VOC 0.899 tons per year, SOx 0746 tons per year and PM10 0.801 tons per year. The potential to emit uncontrolled hazardous pollutants from the engine is estimated to be:  Benzene 0.002517 tons per year, Toluene 0.001104 tons per year, Xylene 0.000769 tons per year, Acetaldehyde 0.002069 tons per year,  Acrolein 0.00018 tons per year, Naphthaene 0.000165 tons per year, and Formaldehyde 0.003183 tons per year.

 

Startup of operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV  25304, for at least 30 calendar days from the date of publication of this notice.
