NOTICE KYOVA INTERSTATE PLANNING COMMISSION FY 2016-2019 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT #1 AND THE 2040 MTP FOR THE ASHLAND AREA AMENDMENT #4 The Public is hereby made aware that the KYOVA Fiscal Year (FY) 2016-2019 Transportation Improvement Program (TIP) for the Huntington WV-KY-OH Urbanized Area is being amended, concurrently with the 2040 MTP for the Ashland Area by the KYOVA Interstate Planning Commission in accordance with the Moving Ahead for Progress in the 21st Century Act (MAP-21) and in cooperation with the West Virginia Department of Transportation, Kentucky Transportation Cabinet, Ohio Department of Transportation, Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Tri-State Transit Authority (TTA), Ashland Bus System (ABS) and Lawrence County Port Authority (LCPA). MAP-21 was enacted July 6, 2012, as Public Law 112-141 authorizing the federal surface transportation programs for highways, highway safety and transit for the 2-year period of 2013 and 2014 and was extended through October 29, 2015. The FY 2016-2019 TIP for the Huntington WV-KY-OH Urbanized Area includes: Cabell and Wayne counties in West Virginia, Boyd and Greenup counties in Kentucky and Lawrence County in Ohio. The TIP includes priority projects and programs for which implementation is anticipated in the next four fiscal years (FY 2016, FY 2017, FY 2018 and FY 2019) and the 2040 MTP include a long-term outlook through year 2040. More specifically, the TIP describes all highways projects, maintenance and new capacity; transit projects (both capital and operating); and bicycle and other transportation projects for which federal funding is anticipated and provides a financial plan for implementation. The 2040 MTP describes all anticipated long-range projects. The TIP also includes estimates of available Federal Transit Administration (FTA) funds for vans to serve the elderly and handicapped. Furthermore, the 2016-2019 TIP will satisfy the Program of Projects (POP) requirements of the Federal Transit Administration (FTA). Public Review will begin August 7, 2015 and conclude at the close of business August 21, 2015 which satisfies the required 15-day public review period.
