OVERVIEW: The City of Lewisburg’s existing SCADA system is currently operational but includes obsolete programmable logic controls (PLCs) and obsolete human-machine-interfaces (HMIs) that the City desires to be re-placed with compatible modern hardware. Additionally, the City desires a new cellular communication system for The Retreat water system located in Caldwell, WV. The existing T1 communication lines that the Retreat system utilized are no longer in service, and the proximity to Green Bank Radio Observatory precludes the use of radio communications. The City desires to add the Retreat to their current existing SCADA system, along with the monitoring of water level in the Fairlea tank located in Fairlea, WV.
The work is more generally described as:
• Provide and install cellular communications equipment at 4 pumping stations located in The Retreat (cellular communications should include an AES encrypted connection with unique TLS certificate security)
• Upgrade the existing Citect SCADA software with the latest version and provide a new PC/monitor at the existing Water Treatment Plant (WTP) equipped with battery back-up.
• Install communications and monitoring equipment to read and communicate the water level in the Retreat water tank as well as the Fairlea water tank to the existing SCADA system at the WTP.
SCOPE:
1. Replace the existing T1 modems at each of the 4 booster pumping sites at The Retreat with cellular modems and antennas comparable to Secomea 1139 SiteManager Cellular Gateways and Se-comea LPB cellular antennas.
2. Replace the 4 existing PLCs at each of the 4 booster pumping sites at The Ret-reat with units comparable to the Modicon M340 PLCs. Include testing and programming to ensure proper operation.
3. Replace the 4 existing HMIs with the latest models similar to the Proface GP-4501TW HMI with Ethernet and necessary I/O. Include testing and programming to ensure proper operation.
4. Add an outdoor control panel at the Retreat water tank or combine with panel for the adjacent booster pumping station #4 to pick up the tank water level with analog input. Provide a 150 psig pressure transducer that will be installed in the tank supply water line by City personnel.
5. Add an outdoor control panel at the Fairlea water tank to include a cell modem, antenna and analog input to pick up the tank water level. Provide a 150 psig pressure transducer that will be installed in the tank supply water line by City personnel.
6. Make all appropriate changes to the SCADA system and provide a new PC comparable to Lenova M625 with the latest Citect SCADA version installed and 30”monitor.
7. Provide on-site training for City of Lewisburg water plant and maintenance personnel. At a minimum, the training shall include two separate events, one being immediately upon completion of construction, and the second to be at the City’s discretion within 90 days of completion of construction.
8. Provide a one-year warranty on all completed work.
9. Provide PLC programs, HMI programs, SCADA program, equipment manuals, and PLC I/O drawings on two USB thumb drives.
10. Provide and install DIN rails, terminal blocks, fusing, control panels and panel wiring as required and any other equipment, materials and supplies necessary for functionality.
11. Include all programming and testing to ensure proper operation of the completed system.
12. Cellular service will be provided by the City.
The successful bidder will be required to demonstrate to the City his/her qualifications for providing the services outlined herein. At a minimum, the successful bidder will be required to provide a list of installations of similar systems within the last five (5) years, along with contact information for each system, and the resumes of the personnel to be utilized on this project indicating their related experience.
SCHEDULE: The successful bidder must be able to start work within 15 business days of notice to proceed and complete all work for a complete and functional system, including initial training, within 60 calendar days.

The bid price shall include the cost of providing all equipment, materials and supplies, installation, training, and warranty information for a complete and functional system as described herein.

A copy of the bidder’s WV Contractor’s License shall accompany the bid proposal in the above envelope.
No bid may be withdrawn for a period of sixty (60) days after the time of the opening of the bids.
Any Contractor submitting a bid on this project hereby certifies, indicates and acknowledges that he/she has a valid WV business license, a valid WV Con-tractor’s License, a City of Lewisburg business license, and meets the qualifications required by the statues of the State and subdivision in which the work is to be performed.
The City of Lewisburg reserves the right to reject any or all bids.
