Phosphorous Treatment
ADVERTISEMENT FOR BIDS
Sealed bids for City of White Sulphur Springs Wastewater System Improvements Project will be received by the City White Sulphur Springs offices, 589 Main Street West, White Sulphur Springs, WV 24986, until 2:00 p.m. on May 5, 2016, and then at that time they will be publicly opened and read aloud.
Phosphorous Treatment
The installation of the phosphorous removal process in the existing City of White Sulphur Springs Wastewater Treatment Plant includes construction of twelve (12) continuous backwash sand filters in six (6) concrete cells in an existing concrete tank with 15hp compressor, a concrete mixing/detention tank, three (3) 15hp submersible filter feed pumps, 16’X26’ masonry phosphorous removal building, chemical feed system, 4,000 gallon coagulant storage tank with containment, process piping, valves, flow meters, process controls, electrical, yard piping and concrete demolition.
Bidder must agree to commence work on or before a date to be specified in a written “Notice to Proceed” of the Owner and to fully complete the contract within 300 consecutive calendar days. Plans and Contract Documents may be examined at the following locations:

Copies of the Contract Documents may be obtained at the offices of Ghosh Engineers, Inc., 4710 Chimney Drive, Charleston, WV 25302, upon payment of a non_refundable $200.00 for Contract Documents, Detail Specifications, and Construction Plans.  An additional $20.00 non-refundable fee will be charged for each set mailed.  Payment must be re-ceived at the time of, or prior to, the requestor’s receipt of said documents.
A MANDATORY Pre_Bid Conference will be held at the White Sulphur Springs City Hall, White Sulphur Springs, West Virginia, at 2:00 p.m. on April 19, 2016.
A certified check made out to the City of White Sulphur Springs, or a Bid Bond executed by the Bidder and Bidder Surety Company approved by the City of White Sulphur Springs, in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each bid.  No bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia and/or local ordinances.
NONDISCRIMINATION OF EMPLOYMENT
“Bidders on this work will be required to comply with the President’s Executive Order No. 11246, the requirements for bidders and contractors under this order are explained in the specifications.”
CONTRACTOR’S LICENSE
Any Bidders submitting a bid on this project is required to have a valid West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code.
SUSPENSION AND DEBARMENT
Bidders are required to comply with all the laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the Federal Wage Rates issued in accordance with the Davis Bacon Act.  The bidder will be required to pay the higher of the state or federal wage rates appropriate for worker classification.
BIDDING METHOD
The bids shall be submitted utilizing a two (2) envelope system, as described in the Information for Bidders section of the Contract Documents.
No bid may be withdrawn for a period of ninety (90) days after the time of the opening of the bids.
The City of White Sulphur Springs reserves the right to reject any and all bids and to waive any informality in the bids.
